<br />Minutes <br />May 10, 2007 <br /> <br /> <br />DISCUSSION SESSION <br />MINUTES <br /> <br />Thursday, May 10, 2007 <br />1 :30 p.m. <br />Mayor's Ceremonial Room <br /> <br />Discussion session called to order by Councilmember Adkison. <br /> <br />DISCUSSION ITEM <br />Smart Park Program and concerns of the City Council participation at the committee <br />level. <br /> <br />Following discussion, Councilmember Adkison stated his research on the Smart Park <br />Program concluded that more City Council involvement and discussion would have been <br />appropriate, Councilmember Adkison also stated that there was a lot of time and effort <br />invested by the committees involved and public outreach was conducted regarding the <br />Smart Park Program. <br /> <br />DISCUSSION ITEM <br />The City's Call Center effectiveness, staff's overall knowledge of City functions, and <br />concerns regarding the Call Center referring customers to several numbers before <br />reaching the appropriate staff, <br /> <br />Following discussion, a suggestion was made to hire retired City employees and/or <br />retired police officers on a part-time basis to work the Call Center. <br /> <br />DISCUSSION ITEM <br />The manner in which City Council meetings are conducted and the lack of <br />communication and interaction between the public and Councilmembers. <br /> <br />Suggestions to improve how the City Council and the public interact were discussed. <br />The issue of the public no longer being able to pull items from the Consent Calendar and <br />the amount of time given to speakers were also addressed, <br /> <br />Councilmember Adkison stated that there is an opportunity for the City Manager to <br />respond to questions at the end of the Council meetings, however, found it not to be <br />effective and suggested the possibility of placing the question or issue on the agenda <br />and have staff provide an answer, He also encouraged the public to contact their <br />Council member if they feel an item should be pulled off the Consent Calendar and have <br />their Councilmember make the request. <br /> <br />Councilmembers will be provided a copy of the minutes of this meeting as a means to <br />share and convey all discussed concerns and issues at this meeting. <br /> <br />1 <br />
