Minutes
April 19, 2007

DISCUSSION SESSION
MINUTES

Thursday, April 19, 2007
1 :30 p.m.
Mayor's Ceremonial Room

Discussion session called to order by Councilmember Adkison.

DISCUSSION ITEM
PowerPoint projects presented at City Council meetings are difficult to view, and text is
illegible at times, depending on the type and size of fonts, charts, colors, etc., used in the
design of the projects.

ACTION: Councilmember Adkison explained that the City's endeavor to
implement available new technology in their presentations is a fairly new
process. Newly installed video monitors at the Art Pick Council Chamber are
now been utilized to visually enhance oral reports with PowerPoint
presentations, The staff recognizes that some of the visual presentations may
be deemed to be audio and/or visually ineffective at times but they are
working on improving the formats. Also, the City is moving forward in its
efforts to present, share and provide everyone easy access to numerous
types of information on the City's website, at City Council and public meetings,
and on television broadcasts by continually exploring and incorporating
advance technology,

DISCUSSION ITEM
The issue of the Smart Park Program was brought back to this week's discussion
session as a continual concern to many business owners in Riverside. Apparently at a
recent meeting, Public Works Director Siobhan Foster made a presentation of planned
changes in numerous areas of the Smart Park program - the details were unknown by
any present attendees. The question was raised as to whether the Smart Park Program
was initially presented to any City Council Committee prior to its implementation, As a
committee-level discussion item, the public would have been provided an opportunity to
discuss the proposed Smart Park Program in detail, and assert their disapproval,
approval, and/or concerns.

ACTION: Council member Adkison reiterated that Councilmember Betro has
had the opportunity to attend most of the related Smart Park meetings and
has had numerous dialogues on this subject as the representative of the
Downtown Ward. Councilmember Adkison added that he would conduct
research on the background of the Smart Park Program, and clarify as to
whether or not the matter was evaluated by a committee prior to it being
submitted to the City Council and its implementation. Further, Councilmember
Adkison will look into what, if any, changes for the Smart Park Program are
being proposed at this time.

1
