<br />Minutes <br />April 5, 2007 <br /> <br /> <br />DISCUSSION SESSION <br />MINUTES <br /> <br />Thuffiday, April 5, 2007 <br />2:30 p,m. <br />Mayor's Ceremonial Room <br /> <br />Discussion session called to order by Councilmember Adkison. <br /> <br />DISCUSSION ITEM <br />Camera angle on public speakers addressing the City Council. <br /> <br />ACTION: After the first discussion session, Councilmember Adkison spoke <br />with Mayor Loveridge and City Manager Hudson on the issue of the camera <br />angle on public speakers addressing the City Council. As a result, a new <br />format has been implemented wherein the camera angle is now focused on <br />the front view of the public speakers. <br /> <br />DISCUSSION ITEM <br />Concern was raised as to distrust by citizens that councilmembers may be meeting to <br />discuss Consent Calendar Items behind closed doors prior to the City Council Meeting. <br /> <br />ACTION: Councilmember Adkison clarified that councilmembers do not <br />meet to discuss Consent Calendar items as this would be in a clear violation <br />of the Brown Act. Discussions on these items are held at the appropriate <br />committee meetings to which the public is notified and invited to attend. <br /> <br />DISCUSSION ITEM <br />Graffiti has currently resurtaced throughout the City. Question was raised as to whether <br />the public could or should be involved in painting over the graffiti. <br /> <br />ACTION: Councilmember Adkison stated that it would be best for the public <br />to immediately call-in all sightings of graffiti to the City, as reported graffiti is <br />being eradicated within 24-hours. All agreed that additional focus should be <br />placed on the source of the graffiti problem by utilizing our resources on an <br />outreach program which would provide a preventative and cost-effective <br />solution. <br /> <br />DISCUSSION ITEM <br />The public should have the right to pull items from the Consent Calendar for discussion, <br /> <br />ACTION: Councilmember Adkison conditionally agrees that the public <br />should have the right to pull for discussion any item of concern from the <br />Consent Calendar, or any item on the agenda with time constraints, and <br />favors the use of speaker cards. During discussion, it was agreed that the <br />speaker card system could be feasible if a consensus on establishing a <br /> <br />1 <br />
