COUNCIL/AGENCY <br />MEMBERS <br />CITY COUNCIL <br />AND <br />REDEVELOPMENT AGENCY <br />MINUTES <br />TUESDAY, MAY 1 2007,3 P.M. <br />ART PICK COUNCIL CHAMBER <br />CITY HALL <br />3900 MAIN STREET <br />WARDS <br />B <br />T <br />o <br />1 <br />M <br />L <br />N <br />o <br />R <br />E <br />Z <br />2 <br />G <br />G <br />E <br />3 <br />S <br />H <br />A <br />v <br />O <br />N <br />E <br />4 <br />A <br />KK <br />S <br />O <br />N <br />5 <br />H <br />R <br />T <br />6 <br />A <br />A <br />S <br />7 <br />Roll Call: <br />Present <br />X <br />X <br />X <br />X <br />X <br />X <br />X <br />Mayor Loveridge called the meeting to order at 3 p.m. <br />REDEVELOPMENT AGENCY <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Dave McNeil spoke regarding Agency acquisition of 3490 Lime Street. <br />AGENCY CONSENT CALENDAR <br />The following item was approved by one motion affirming the action <br />Motion <br />X <br />appropriate to the item. <br />Second <br />X <br />All Ayes <br />RAINCROSS PROMENADE PROJECT - MARKET/FIRST/THIRD/MAIN - <br />RESOLUTION <br />The Redevelopment Agency adopted a resolution waiving the Agency's <br />established limitations on the Executive Director's, or his designee's, signing <br />and bid award authority to expedite building demolition and site clearance <br />work for the Raincross Promenade housing development project proposed for <br />the area bounded by Market, First, Main, and Third Streets; whereupon, the <br />title having been read and further reading waived, Resolution No. 831 of the <br />Redevelopment Agency of the City of Riverside, California, Authorizing <br />Waiving the Purchasing Rules and Regulations Established by <br />Redevelopment Agency Resolution No. 777 for the Raincross Promenade <br />Project, was presented and adopted. <br />AGENCY DISCUSSION CALENDAR <br />RIVERSIDE RENAISSANCE - PURCHASE AND SALE AGREEMENT - <br />3490 LIME - SUPPLEMENTAL APPROPRIATION <br />The Redevelopment Agency (1) authorized the appropriation of $550,000 <br />from Downtown Infill Pilot Program Account 9782100-440446 to the following <br />accounts for the acquisition and site clearance of 3490 Lime Street: <br />$460,000 to Property Acquisition Account 9811400-440441 and $90,000 to <br />the Site Clearance Account 9811400-440445; (2) authorized the Executive <br />Director, or his designee, to execute the Purchase and Sale Agreement with <br />Duane C. Gayer and any other documents necessary to complete the <br />acquisition for the negotiated purchase price of $450,000, and (3) authorized <br />Motion <br />X <br />the expenditure of up to $100,000 for the title and escrow fees, environmental <br />Second <br />X <br />testing, and demolition or moving of the building. <br />All Ayes <br />92-411 <br />
