1 RESOLUTION NO. 823 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF 3 RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS REGARDING THE CONSTRUCTION AND INSTALLATION OF PUBLIC 4 IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE LA SIERRAlARLANZA REDEVELOPMENT PROJECT AREA - ARLANZA 5 COMMUNITY CENTER. 6 7 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") 8 desires and intends to pay for a portion of the total cost to build an 11,475 square-foot addition to 9 the existing Arlanza Community Center located in Bryant Park ("Improvements") within the La 10 Sierra!Arlanza Redevelopment Project Area (the "Project Area"); and 11 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with 12 the consent of the legislative body, pay all or part of the value of the land for, and the cost of the 13 installation and construction of, any building, facility, structure, or other improvements that is 14 publicly owned either within or without the Project Area; and 15 WHEREAS, the lack of a functional and attractive community center in the Bryant Park 16 creates a visual blight and serves as a deterrent to the social and physical health of the residential 17 neighborhoods in the Project Area, thereby constituting physical and social blight; and 18 WHEREAS, the Improvements will create a functional and aesthetically pleasing 19 appearance in both parks and its surroundings, which will improve the visual appearance of the 20 neighborhoods within the La Sierra! Arl anz a Project Area, thereby benefiting the Project Area; and 21 22 WHEREAS, the Improvements are anticipated to promote recreational opportunities and 23 improve the health, safety and welfare of the local community; and 24 WHEREAS, the legislative body has consented the Agency to pay for part of the total 25 cost of the construction and installation of the Improvements. 26 NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of Riverside as follows: 27 28 1
