<br /> 1 RESOLUTION NO. 823 <br /> 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br /> 3 RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS <br /> REGARDING THE CONSTRUCTION AND INSTALLATION OF PUBLIC <br /> 4 IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE <br /> LA SIERRAlARLANZA REDEVELOPMENT PROJECT AREA - ARLANZA <br /> 5 COMMUNITY CENTER. <br /> 6 <br /> 7 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") <br /> 8 desires and intends to pay for a portion of the total cost to build an 11,475 square-foot addition to <br /> 9 the existing Arlanza Community Center located in Bryant Park ("Improvements") within the La <br /> 10 Sierra!Arlanza Redevelopment Project Area (the "Project Area"); and <br /> 11 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with <br /> 12 the consent of the legislative body, pay all or part of the value of the land for, and the cost of the <br /> 13 installation and construction of, any building, facility, structure, or other improvements that is <br /> 14 publicly owned either within or without the Project Area; and <br /> 15 WHEREAS, the lack of a functional and attractive community center in the Bryant Park <br /> 16 creates a visual blight and serves as a deterrent to the social and physical health of the residential <br /> 17 neighborhoods in the Project Area, thereby constituting physical and social blight; and <br /> 18 WHEREAS, the Improvements will create a functional and aesthetically pleasing <br /> 19 appearance in both parks and its surroundings, which will improve the visual appearance of the <br /> 20 neighborhoods within the La Sierra! Arl anz a Project Area, thereby benefiting the Project Area; <br /> and <br /> 21 <br /> 22 WHEREAS, the Improvements are anticipated to promote recreational opportunities and <br /> 23 improve the health, safety and welfare of the local community; and <br /> 24 WHEREAS, the legislative body has consented the Agency to pay for part of the total <br /> 25 cost of the construction and installation of the Improvements. <br /> 26 NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of <br /> Riverside as follows: <br /> 27 <br /> 28 <br /> 1 <br />
