<br /> 1 RESOLUTION NO. 821 <br /> 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY <br /> 3 OF RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS <br /> REGARDING THE CONSTRUCTION AND INST ALLA TION OF <br /> 4 PUBLIC IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE LA <br /> SIERRA! ARLANZA REDEVELOPMENT PROJECT AREA <br /> 5 (RESURFACING OF PIKE STREET, ET AL.). <br /> 6 <br /> WH~REAS, the Redevelopment Agency of the City of Riverside, California ("Agency") <br /> 7 <br /> desires and intends to pay for the cost for the construction and installation of public <br /> 8 <br /> improvements consisting of the resurfacing of Pike Street between Ambs Drive and Hudden <br /> 9 <br /> Street, Hudden Street between Pike Street and Ambs Drive, Hedrick Avenue between Wells <br /> 10 <br /> Avenue and Mimosa Hill Court, Mountain Avenue between Hollyhock Lane and La Sierra <br /> 11 A venue, Sinclair A venue between Tyler Street and Cypress A venue, College A venue between <br /> 12 Valiant Street and Chreighton Street, Norwood Avenue between Mitchell Avenue and Gramercy <br /> 13 Place, Arlington Avenue between Fairhaven Drive and Westerly City Limit, Jones Avenue <br /> 14 between Arlington Avenue and Valley Drive, Valley Drive between Jones Avenue and Sandy <br /> 15 Lane, Chadbourne A venue between Arlington A venue and Valley Drive, and Cypress A venue <br /> 16 between Mitchell A venue and Crest A venue (the "Improvements") within the La Sierra! Arlanza <br /> 17 Redevelopment Project Area (the "Project Area"); and <br /> 18 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with <br /> 19 the consent of the legislative body, pay all or part of the value of the land for, and the cost of the <br /> 20 installation and construction of, any building, facility, structure, or other improvements that is <br /> 21 publicly owned either within or without the Project Area; and <br /> 22 WHEREAS, the lack of Improvements creates a visual blight to the area and its <br /> 23 surrounding neighborhoods; and <br /> 24 WHEREAS, the lack of Improvements serves as a deterrent to the economic development <br /> 25 and redevelopment of local businesses and to the establishment of new businesses in the Project <br /> 26 Area, thereby constituting economic and physical blight; and <br /> 27 /II <br /> 28 <br /> 1 <br />
