ORDINANCE NO. 6 ~4/41. ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE APPROVING AND ADOPTING THE REDEVELOPMENT PLAN FOR THE MAGNOLIA CENTER REDEVELOPMENT PROJECT WHEREAS, the City Council of the City of Riverside (the "City Council") authorized the Redevelopment Agency of the City of Riverside (the "Agency") to commence studies to adopt the proposed Magnolia Center Redevelopment Project Area (the "Project Area") on July 22, 1997, by Resolution No.19137; and WHEREAS, the Agency prepared a final Environmental Impact Report ("final EIR") for the Redevelopment Plan in accordance with the California Environmental Quality Act CCEQA"), State CEQA Guidelines, and Agency local CEQA Guidelines; and WHEREAS, the City Council has received from the Agency the Redevelopment Plan (the "Redevelopment Plan") for the Project Area as approved by the Agency, together with the report of the Agency prepared pursuant to Section 33352 of the California Health and Safety Code (the "Report to City Council"), including the reasons for the Redevelopment Plan and a discussion of certain other matters as set forth in Section 33352 of the California Health and Safety Code, including, among other items, the report and recommendations of the Riverside Planning Commission (the "Planning Commission"), the report and recommendation of the Project Area Committee, the record of consultations with affected taxing agencies, and the final EIR on the Redevelopment Plan; and WHEREAS, the Planning Commission has submitted to the Agency and the City Council its report and recommendations for approval of the Redevelopment Plan with changed boundaries deleting certain territory form the Project Area and its finding that the Redevelopment Plan conforn~s to the Riverside General Plan; and WHEREAS, the duly elected Project Area Committee has submitted to the City Council its report and recommendations for approval of the Redevelopment Plan; and WHEREAS, the City Council and the Agency held a joint public hearing on June 23, 1998, concerning the adoption of the Redevelopment Plan and the certification of the final EIR prepared in connection therewith; and WHEREAS, notice of the hearing was duly and regularly published in the Riverside Press Enterprise, a newspaper of general circulation in the City of Riverside, once a week for four (4) successive weeks beginning on May 26, 1998, in accordance with Health and Safety Code Sections 33349 and 33361, and a copy of said notice and affidavit of publication are on file with the City Clerk of the City of Riverside and Secretary of the Agency; and WHEREAS, in accordance with Health & Safety Code Sec. 33349, copies of the notice of joint public hearing were mailed by first class mail to the last known address of each assessee,
