<br /> 1 RESOLUTION NO. 817 <br /> 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE <br /> 3 CITY OF RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN <br /> FINDINGS REGARDING THE CONSTRUCTION AND <br /> 4 INST ALLA TION OF PUBLIC IMPROVEMENTS, WHICH ARE OF <br /> BENEFIT TO THE HUNTER PARKlNORTHSIDE PROJECT AREA. <br /> 5 <br /> 6 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") <br /> 7 desires and intends to pay for the construction and installation of public improvements consisting <br /> 8 of the installation of curb, gutter and sidewalk on the south side of Strong Street between Main <br /> 9 Street and Rivera Street and on the west side of Rivera Street at 1836 Rivera Street within the <br /> 10 Hunter Park/Northside Redevelopment Project Area; and <br /> II WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with <br /> 12 the consent of the legislative body, pay all or part of the value of the land for, and the cost of the <br /> 13 installation and construction of, any building, facility, structure, or other improvements that is <br /> 14 publicly owned either within or without the Project Area; and <br /> 15 WHEREAS, the lack of sidewalk at these locations in the Project Area creates a safety <br /> 16 hazard to pedestrians and serves as a deterrent to the economic health of local businesses and to <br /> 17 the establishment of new businesses in the Project area, thereby constituting economic blight; <br /> 18 and <br /> 19 WHEREAS, the improvements will also enhance pedestrian safety by providing <br /> 20 elementary students walking to and from Beatty School a safe route to school, thereby benefiting <br /> 21 the Project Area; and <br /> 22 WHEREAS, the legislative body has consented to the Agency's payment for the <br /> 23 construction and installation of the improvements. <br /> 24 NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of <br /> 25 Riverside as follows: <br /> 26 Section I. That the improvements will be of benefit to the Project Area in that it will <br /> 27 assist in removing a visual blight, create a unified and enhanced street scene, promote and <br /> 28 enhance the safety and the revitalization of residential neighborhoods and businesses <br /> I <br />
