1 RESOLUTION NO. 817 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE 3 CITY OF RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS REGARDING THE CONSTRUCTION AND 4 INST ALLA TION OF PUBLIC IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE HUNTER PARKlNORTHSIDE PROJECT AREA. 5 6 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") 7 desires and intends to pay for the construction and installation of public improvements consisting 8 of the installation of curb, gutter and sidewalk on the south side of Strong Street between Main 9 Street and Rivera Street and on the west side of Rivera Street at 1836 Rivera Street within the 10 Hunter Park/Northside Redevelopment Project Area; and II WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with 12 the consent of the legislative body, pay all or part of the value of the land for, and the cost of the 13 installation and construction of, any building, facility, structure, or other improvements that is 14 publicly owned either within or without the Project Area; and 15 WHEREAS, the lack of sidewalk at these locations in the Project Area creates a safety 16 hazard to pedestrians and serves as a deterrent to the economic health of local businesses and to 17 the establishment of new businesses in the Project area, thereby constituting economic blight; 18 and 19 WHEREAS, the improvements will also enhance pedestrian safety by providing 20 elementary students walking to and from Beatty School a safe route to school, thereby benefiting 21 the Project Area; and 22 WHEREAS, the legislative body has consented to the Agency's payment for the 23 construction and installation of the improvements. 24 NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of 25 Riverside as follows: 26 Section I. That the improvements will be of benefit to the Project Area in that it will 27 assist in removing a visual blight, create a unified and enhanced street scene, promote and 28 enhance the safety and the revitalization of residential neighborhoods and businesses I
