1 <br /> <br />2 <br /> <br /> 5 <br /> <br /> 6 <br /> <br /> 7 <br /> <br /> 8 <br /> <br /> 9 <br /> <br /> iO <br /> <br /> ll <br /> <br />12 <br /> <br />13 <br /> <br />15 <br /> <br />16 <br /> <br />17 <br /> <br />18 <br /> <br />19 <br /> <br />20 <br /> <br /> 21 <br /> <br /> 22 <br /> <br />23 <br /> <br />2~ <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br />ORDINANCE NO. 5900 <br /> <br />AN ORDINANCE OF THE CITY OF RIVERSIDE, CALIFORNIA, <br />ESTABLISHING AN INTERIM RESTRICTED OFFICE ("RO") <br />ZONE ON CERTAIN PROPERTY SITUATED ADJACENT TO <br />UNIVERSITY AVENUE BETWEEN PARK AVENUE AND STATE <br />HIGHWAY 60 FOR A PERIOD OF 45 DAYS PURSUANT TO <br />GOVERNMENT CODE SECTION 65858 TO PROTECT THE <br />PUBLIC HEALTH, SAFETY AND WELFARE AND DECLARING <br />THIS ORDINANCE TO BE AN URGENCY MEASURE. <br /> <br /> WHEREAS the Planning and Development Departments of the <br />City of Riverside are studying various proposals to establish <br />specific land use and development standards for certain property <br />situated adjacent to University Avenue between Park Avenue and <br />State Highway 60 and in the Central Industrial Redevelopment <br />Project Area which property is described in Exhibit A, attached <br />hereto and incorporated herein, and is referred to hereinafter <br />as the study area; and <br /> <br /> WHEREAS the study will enable the City to develop land <br />use, circulation, streetscape and development standards for the <br />study area; and <br /> <br /> WHEREAS the City Council finds that further development <br />in the study area pursuant to the provisions of the Restricted <br />Commercial ("C-2") Zone or the General Commercial ("C-3") Zone <br />may result in land use, circulation, streetscape and development <br />standards inconsistent with the recommendations and plans <br />derived from the study and thereby negate the effects of the <br />study; and <br /> <br /> WHEREAS the City Council finds that with regard to the <br />"C-2" zoned property and the "C-3" zoned property situated <br />within the study area there is a current and immediate threat to <br /> <br />CITY ATTORNEY <br />RIVERSIDE <br />CALIFORNIA <br /> <br /> <br />
