I SUBMITTAL TO THE BOARD OF SUPERVISORS COUNTY OF RIVERSIDE, STATE OF CALIFORNIA FROM: Supervisor Bob Buster SUBMITTAL DATE: November 14, 2006 SUBJECT: Study to Provide Recommendations Regarding Mitigation Alternatives for March Air Reserve Base Airplane Noise Impacting County Residents RECOMMENDED MOTION: That the Board: 1) Join with the City of Riverside in conducting a noise study and flight path analysis of early morning aircraft departures from March Air Reserve Base; 2) Direct the County Airports staff to work with the City of Riverside Airport Di~ector and March Joint Powers Authority Airport Manager in conducting this study and analysis; 3) Return to the Board in 60 days with findings and mitigation alternatives; and 4) Forward such findings and mitigation alternatives to the March Joint Power~ Commission for consideration and implementation. BACKGROUND: On November 7, the Riverside City Council approved a similar request from Councilman Frank Schiavone to have the City of Riverside work cooperatively witH the County and March Joint Powers Authority (MJPA) to conduct a noise study and flight path analYSi~ of early morning flights from the March Air Reserve Base. It is appropriate for the County to partici ate in this study because the quality of life of county residents is impacted by noise from these flight!1 This study and analysis will more clearly identify those impacts and present alternatives for mitigation,' The study will be coordinated by the County Airports staff, City of Riverside Airpo~ Director and the MJPA Airport Director. Results of the study and potential mitigation measures will b forwarded to the March Joint Powers Commission for consideration and implementation.
