RESOLUTION NO. 17347 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE CERTIFYING THAT THE CITY COUNCIL HAS REVIEWED AND CONSIDERED A NEGATIVE DECLARATION APPROVED BY THE REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE MAKING CERTAIN FINDINGS REGARDING THE ENVIRONMENTAL IMPACTS OF PLAZA ASSOCIATES PROJECT WHEREAS, the Redevelopment Agency of the City of Riverside (the "Agency") has prepared an Initial Study of the environmental impacts of the Plaza Associates Project (the "Project"), which project encompasses two distinct sites, the first being the land adjacent to and the air space above a public parking garage on the block bounded by 5th and 6th Streets, Main and Orange Streets (Parcel A) and the second being northerly of First Street between Market and I.lain Streets (Parcel B~ both being within the Riverside Mall and White Park Redevelopment Project area; and WHEREAS, said Initial Study considers facilitating future development of two residential projects, a proposed mixed use residential/commercial development to be sited on Parcel A and a proposed multi-family residential component of approximately 145 units on Parcel B; and WHEREAS, the Planning Department of the City of Riverside has reviewed and considered the environmental information and has determined that the proposed project will not have a significant adverse effect on the environment and has prepared a Negative Declaration; and WHEREAS, the Agency has reviewed and considered the environmental information contained therein and, in accordance with the recommendation of the Planning Department, has approved and adopted a Negative Declaration; and ~HEREAS, said Initial Study and Negative Declaration conform to the requirements of the California Environmental Quality Act of 1970 (Public Resources Code, Section 21000 et seq.), the "Guidelines for the Implementation of the California Environmental Quality Act of 1970) as amended, adopted by the Secretary for Resources of the State of California, and the "Criteria and Procedures for Administering Its Responsibilities under the California Environmental Quality Act," adopted by the Agency by Resolution No. 454; and WHEREAS, the City of Riverside has transmitted copies of said Initial Study and Negative Declaration and provided notice of the preparation and availability thereof for public review and comment, according to and in the manner as required and established by law. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERSIDE AS FOLLOWS: Section 1. The City Council hereby certifies that the information contained in the Initial Study and the Negative Declaration for the Plaza Associates Project has been reviewed and considered by the members of said Council.
