<br />. . <br />IMPARTIAL ANALYSIS BY CITY ATTORNEY <br />City of Riverside Measure L <br />(Regular municipal elections - date change - Charter sections 400 & 500) <br />This Measure contains two proposed amendments to the Riverside City Charter. <br />The Riverside City Charter currently provides that regular municipal elections for Mayor <br />and Members of the City Council be held on the first Tuesday following the first Monday in <br />November of odd numbered years and that run-off elections, if required, be held on the tenth <br />Tuesday following the general municipal election. <br />The first proposed amendment, if approved by a majority of the voters, would provide <br />that regular municipal elections for members of the City Council be held on the first Tuesday <br />following the first Monday in June of odd numbered years and that run-off elections, if required, <br />be held and consolidated with the statewide elections held on the first Tuesday following the first <br />Monday in November of odd numbered years. Consequently, if approved by a majority of the <br />voters, an election would be held on June 5, 2007 for the purpose of electing members ofthe <br />City Council from Wards 1,3,5, and 7 for terms expiring in June 2011, or until their successors <br />are elected and seated. Further, an election would be held on June 2, 2009 for the purpose of <br />electing members ofthe City Council from Wards 2, 4, and 6 for terms expiring June 2013, or <br />until their successors are elected and seated. <br />The second proposed amendment, if approved by a majority of the voters, would provide <br />that the election for Mayor be held on the first Tuesday after the first Monday in June of United <br />States Presidential election years and that run-off elections, if required, be held on the first <br />Tuesday after the first Monday in November of United States Presidential election years. <br />Consequently, if approved by a majority ofthe voters, beginning in June 2012, general municipal <br />elections for the election of Mayor would be held on the first Tuesday following the first <br />Monday in June of United States Presidential election years. <br />If Measure L is approved, it is anticipated that the City would incur a one-time expense <br />of approximately $55,000 in connection with a notice to voters advising them of the changes to <br />the Charter. This would not be a recurring cost. Further, these proposed amendments are not <br />anticipated to have an adverse fiscal impact upon the City's normal and customary costs for <br />calling the elections. <br />This impartial analysis is hereby submitted to the elections official in conformance with <br />section 9280 of the Elections Code of the State of California. <br /> . <br /> /' <br />DATED: August It", 2006 ~, <br />
