I 1 RESOLUTION NO. 801 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF 3 RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS REGARDING THE CONSTRUCTION AND INSTALLATION OF PUBLIC 4 IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE ARLINGTON REDEVELOPMENT PROJECT AREA - CALIFORNIA AVENUE TO 5 MONTICELLO AVENUE. 6 7 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") 8 desires and intends to pay for the full cost of the construction and installation of street 9 improvements and storm drain system along Monroe Street from approxi~ately 600 feet 10 southeasterly of California Avenue to Monticello Avenue ("Improvements") within the 11 Arlington Redevelopment Project Area (the "Project Area"); and 12 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with 13 the consent of the legislative body, pay all or part of the value of the land for, ~ the cost of the I 14 installation and construction of, any building, facility, structure, or other impr~vements that is 15 publicly owned either within or without the Project Area. 16 WHEREAS, the existing storm drain channel and the lack of a functi~nal storm drain 17 system and substandard street condition along Monroe Street between California and Monticello 18 A venues creates a visual blight and serves as a deterrent to the social and physi~al conditions of 19 the residential and commercial neighborhoods in the Project area, thereby con~ituting physical 20 and social blight; and 21 WHEREAS, the Improvements will create a functional storm drain system and an 22 aesthetically pleasing appearance along Monroe Street and adjacent properties, which will 23 improve the visual appearance of the neighborhoods within the Arlington Redev~lopment Project 24 Area, thereby benefiting the Project Area; and 25 WHEREAS, the Improvements are anticipated to promote traffic flow and safety, 26 enhance the appearance of the street and improve the health and welfare of the lpcal community; I and 27 28 1
