<br />I 1 RESOLUTION NO. 801 <br /> 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br /> 3 RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS <br /> REGARDING THE CONSTRUCTION AND INSTALLATION OF PUBLIC <br /> 4 IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE ARLINGTON <br /> REDEVELOPMENT PROJECT AREA - CALIFORNIA AVENUE TO <br /> 5 MONTICELLO AVENUE. <br /> 6 <br /> 7 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") <br /> 8 desires and intends to pay for the full cost of the construction and installation of street <br /> 9 improvements and storm drain system along Monroe Street from approxi~ately 600 feet <br /> 10 southeasterly of California Avenue to Monticello Avenue ("Improvements") within the <br /> 11 Arlington Redevelopment Project Area (the "Project Area"); and <br /> 12 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with <br /> 13 the consent of the legislative body, pay all or part of the value of the land for, ~ the cost of the <br />I 14 installation and construction of, any building, facility, structure, or other impr~vements that is <br /> 15 publicly owned either within or without the Project Area. <br /> 16 WHEREAS, the existing storm drain channel and the lack of a functi~nal storm drain <br /> 17 system and substandard street condition along Monroe Street between California and Monticello <br /> 18 A venues creates a visual blight and serves as a deterrent to the social and physi~al conditions of <br /> 19 the residential and commercial neighborhoods in the Project area, thereby con~ituting physical <br /> 20 and social blight; and <br /> 21 WHEREAS, the Improvements will create a functional storm drain system and an <br /> 22 aesthetically pleasing appearance along Monroe Street and adjacent properties, which will <br /> 23 improve the visual appearance of the neighborhoods within the Arlington Redev~lopment Project <br /> 24 Area, thereby benefiting the Project Area; and <br /> 25 WHEREAS, the Improvements are anticipated to promote traffic flow and safety, <br /> 26 enhance the appearance of the street and improve the health and welfare of the lpcal community; <br />I and <br /> 27 <br /> 28 <br /> 1 <br />
