<br />I 1 RESOLUTION NO. 791 <br /> 2 <br /> A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br /> 3 RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS <br /> REGARDING THE CONSTRUCTION AND INSTALLATION OF PUBLIC <br /> 4 IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE LA <br /> SIERRNARLANZA REDEVELOPMENT PROJECT AREA -SIERRA VISTA <br /> 5 A VENUE. <br /> 6 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") <br /> 7 desires and intends to pay for the full cost of the construction and installation of street sidewalks <br /> 8 and wheel-chair ramps along the east side of Sierra Vista A venue between Norwood A venue and <br /> 9 Doverwood Drive ("Improvements") within the La SierralArlanza Redevelopment Project Area <br /> 10 (the "Project Area"); and <br /> 11 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with <br /> 12 the consent of the legislative body, pay all or part of the value of the land for, and the cost of the <br /> 13 installation and construction of, any building, facility, structure, or other improvements that is <br />I 14 publicly owned either within or without the Project Area. <br /> 15 WHEREAS, the lack of sidewalks and wheel-chair ramps along Sierra Vista Avenue <br /> 16 between Norwood Avenue and Doverwood Drive creates a visual blight, prevents access to <br /> 17 residents and disabled persons and serves as a deterrent to the social and physical health of the <br /> 18 residential and commercial neighborhoods in the Project area, thereby constituting physical and <br /> 19 social blight; and <br /> 20 WHEREAS, the Improvements will provide for a functional pedestrian and wheel-chair <br /> 21 pathway and enhance the appearance of the street along Sierra Vista Avenue and adjacent <br /> 22 properties, which will improve the visual appearance of the neighborhoods within the La <br /> 23 SierralArlanza Redevelopment Project Area, thereby benefiting the Project Area; and <br /> 24 WHEREAS, the Improvements are anticipated to promote pedestrian and handicap traffic <br /> 25 flow and safety, enhance the appearance of the street and improve the health and welfare of the <br /> 26 local community; and <br />I 27 WHEREAS, the legislative body has consented to the Agency's payment for the <br /> construction and installation of the Improvements. <br /> 28 <br /> 1 <br />
