I 1 RESOLUTION NO. 791 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF 3 RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS REGARDING THE CONSTRUCTION AND INSTALLATION OF PUBLIC 4 IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE LA SIERRNARLANZA REDEVELOPMENT PROJECT AREA -SIERRA VISTA 5 A VENUE. 6 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") 7 desires and intends to pay for the full cost of the construction and installation of street sidewalks 8 and wheel-chair ramps along the east side of Sierra Vista A venue between Norwood A venue and 9 Doverwood Drive ("Improvements") within the La SierralArlanza Redevelopment Project Area 10 (the "Project Area"); and 11 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with 12 the consent of the legislative body, pay all or part of the value of the land for, and the cost of the 13 installation and construction of, any building, facility, structure, or other improvements that is I 14 publicly owned either within or without the Project Area. 15 WHEREAS, the lack of sidewalks and wheel-chair ramps along Sierra Vista Avenue 16 between Norwood Avenue and Doverwood Drive creates a visual blight, prevents access to 17 residents and disabled persons and serves as a deterrent to the social and physical health of the 18 residential and commercial neighborhoods in the Project area, thereby constituting physical and 19 social blight; and 20 WHEREAS, the Improvements will provide for a functional pedestrian and wheel-chair 21 pathway and enhance the appearance of the street along Sierra Vista Avenue and adjacent 22 properties, which will improve the visual appearance of the neighborhoods within the La 23 SierralArlanza Redevelopment Project Area, thereby benefiting the Project Area; and 24 WHEREAS, the Improvements are anticipated to promote pedestrian and handicap traffic 25 flow and safety, enhance the appearance of the street and improve the health and welfare of the 26 local community; and I 27 WHEREAS, the legislative body has consented to the Agency's payment for the construction and installation of the Improvements. 28 1
