I 1 RESOLUTION NO. 787 2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF 3 RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS REGARDING THE CONSTRUCTION AND INSTALLATION OF PUBLIC 4 IMPROVEMENTS, WIDCH ARE OF BENEFIT TO THE HUNTER PARK/NORTHSIDE REDEVELOPMENT PROJECT AREA. 5 6 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") 7 desires and intends to pay for the construction and installation of public improvements consisting 8 of hardscape improvements at the Columbia Avenue On- and Off-ramps and Interstate 215 9 ("Improvements") within the Hunter ParkINorthside Redevelopment Project (the "Project 10 Area"); and 11 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with 12 the consent of the legislative body, pay all or part of the value of the land for, and the cost of the 13 installation and construction of, any building, facility, structure, or other improvements that is I 14 publicly owned either within or without the Project Area; and 15 WHEREAS, the asphalt surface has declined and deteriorated on the on-and off-ramps 16 along Interstate 215 and Columbia Avenue in the Project Area, thereby constituting economic 17 blight; and 18 WHEREAS, the Improvements will create a coordinated and aesthetically pleasing 19 appearance along this portion of the on- and off-ramps, which will improve the visual 20 appearance of this intersection, within the Hunter ParkINorthside Project Area thereby benefiting 21 the Project Area; and 22 WHEREAS, the Interstate 215 and Columbia Avenue On- and Off-ramp Improvements 23 are anticipated to enhance and promote the revitalization of the surrounding community in the 24 Project Area; and 25 WHEREAS, the legislative body has consented to the Agency's payment for the 26 construction and installation of the Improvements. I 27 NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of 28 Riverside as follows: 1
