<br />I <br /> <br />I <br /> <br />I <br /> <br />2 <br /> <br />RESOLUTION NO. 784 <br /> <br />A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, ADOPTING CERTAIN FINDINGS REGARDING <br />THE CONSTRUCTION AND INSTALLATION OF PUBLIC <br />IMPROVEMENTS, WHICH ARE OF BENEFIT TO THE ARLINGTON <br />REDEVELOPMENT PROJECT AREA. <br /> <br />3 <br />4 <br /> <br />5 WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") <br /> <br />6 desires and intends to pay for the construction and installation of public improvements consisting of <br /> <br />7 front and side yard property walls along a portion of Monroe Street within the Arlington Redevelopment <br /> <br />8 Project (the "Project Area"); and <br />9 WHEREAS, the lack of coordination in front and side yard walls and fences along this <br /> <br />10 portion of Monroe Street in the Project Area creates an aesthetic and visual blight and serves as a <br /> <br /> <br />II deterrent to the economic health of local businesses and the residential neighborhoods in the Project <br /> <br />12 Area, thereby constituting economic blight; and <br />13 WHEREAS, the Monroe Street Improvements will create a coordinated and aesthetically <br /> <br />14 pleasing appearance along this portion on the street in conjunction with a new residential development <br /> <br />15 on the south side of Monroe Street, which will improve the visual appearance of this neighborhood <br /> <br />16 within the Arlington Project Area thereby benefitting the Project Area; and <br /> <br />17 WHEREAS, the Monroe Street Improvements are anticipated to enhance and promote the <br />18 revitalization of the surrounding residential neighborhood in the Project Area; and <br /> <br />19 WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with the <br />20 consent of the legislative body, pay all or part of the value ofthe land for, and the cost of the installation <br /> <br />21 and construction of, any building, facility, structure, or other improvements that is publicly owned either <br />22 within or without the Project Area. <br /> <br />23 NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of <br /> <br />24 Riverside as follows: <br /> <br />25 Section 1. That the Monroe Street Improvements will be of benefit to the Project Area in that <br /> <br /> <br />26 it will assist in removing a visual blight, create a unified and enhanced street scene, promote and <br /> <br /> <br />27 enhance the revitalization of residential neighborhoods and businesses surrounding this neighborhood <br />
