The Pledge of Allegiance was given to the Flag~ The Minutes of the Meeting of December 26, 196S, were approved as submitted~ The Chair recognized the presence in the audience of Mrs~ Virgil Jolllffe, representing the League of Women Voters~ and Mr~ Woody Wade~ representing the Chamber of In consideration of the recommendation from the Board of Public Utilities, W. C~ Evans was appointed to represent ~he City of Riverside and vote the 1~276 shares of capital stock in the Gage Canal Company~ at the Annual Meeting to 10e held on January 8, 1963~ at g~OO P~M~, at the Elks Clubhouse, 6166 Brockton Avenue~ Oouncilman O'Neill entered at this time~ Further discussion was called on Tentative Subdivision Tract 2475 which would conflict with the engineered align- ment of Arlington Avenue Extension. A con~munication was presented from Alexander B~ Yakutis~ Attorney at Law: rep- resenting L, W~ Flahive and Irving I)udley~ calling atten- tion to the fact that i~ appeal had been made by the property owners involved, and requested that the matter be taken off the agenda and the file returned to the Plan- ning Com~issiono Following discussion~ motion was made bhat the file be closed and the matter returned back to the Planning Co~mission~ The City Attorney presented a written report and recom- mended wording of an amended Section 401 of the City Charter to clarify the right of residents of annexed areas to become candidates for the office of Mayor or City Coun- cilman. Following discussion with interested persons ment on the April 9~ 1963 General Municipal Election The City Attorney also presented a reco~mmendation on a proposed minor amen~ent to Section 1603 of the City Char- 'her which is incon~isten~ with Section 401~ to eliminate "voteF' or '!qualified voter" as a condition precendent to holding council office under the ward system: Following discussion, the City Attorney was authorized to prepare the necessary documents to place the proposed Charter amendment on the April 9~ 1~63 General Municipal Election The City Attorney presented a written report on a requested~ Grdlnance to be placed on the April 9~ 1963 General Muni- cipal Election Ballot~ relating to city-wide election on inhabited annexations. A con%municat~on was presented from %he Riverside Chamber of Co~merce a~d following di$cussion~ motion was made that no action be taken on the proposed amendment to the Czty Charter~ 9~30 A~M~=Hearing was called on Resolution of Intention NO. 9568, adopted November 27~ 1962~ for the proposed 48-i29 Motion
