Numerous <br />persons spoke on behalf of the plans favored by them; and <br />following a lengthy discussion, the City Council reaffirme~ <br />their adoption of Plan % approving the striping only for <br />the time being. <br /> <br />In connection with approved Plan 4 for the proposed track <br />removal and dividing strip on Magnolia Avenue, the con- <br />struction of raised median island with curb at Van Buren <br />Boulevard and Roosevelt Street was approved. <br /> <br /> 9:30 A. M.--He~ring was called relative to the Appeal of <br /> the First P~ptist Church of Arlington, Zoning Case C-19-59~ <br /> from the decision of the City planning Commission in deny-, <br /> ing their request to construct, use and maintain a church,, <br /> church school, pastor's studies~ p~sonages~ buildings for <br /> use in recreation or entertainment incidental to church , <br /> purposes, and incidental off-street parking in the 9400 <br /> block of California Avenue~ consisting of an irregnlarly- <br /> shaped parcel on the northerly corner of California Avenue~ <br /> and Van Buren Boulevard, in the R-!-65 Zone, R-3 Zone and <br />P Zone, the said hearing was opened and proceeded with. <br />John Roberts, Attorney ~t Lmw~ represented the Appellants <br />and Albert H~ Ford and He~ry Coil represented the protes- <br />tants, Mr. and Mrs~ C. A. Lee. Numer~s interested per- <br />sons present spoke in favor of the Conditional Use Permit. ~ <br />The Planning Director presented maps of the area ~ud <br />stated that the Department recommended denial of the <br />request, but that if favorable consideration was given~ ' <br />the following conditions were recommended subject to gr~nt~ <br />ing: (1) A revised plot plan showing the location of the <br />new buildings~ structures, parking areas and access lrives~ <br />in ~ccordance with the Zoning Ordinance and pl~uning DeparO- <br />ment Standards ~ust bc approved by the Planning Commission;, <br />(2) Off~street parking spaces must be provided~ perm~nentJ <br />lymain~ined and available at all times on the subject ' <br />property in accordance with the provisions of Section 33E ' <br />of C~dinance 2438; (3) The design and location of vehicu-~ <br />lar entrance ~nd exits must be approved by the ~£affic <br />Engineer; (4) Off-street parking ~reas and access drives <br />mu. st be paved with asphaltic concrete at least ~ inches <br />thick and otherwise imprcved to City standards; (5) ~sonr~ <br />wall 6 feet high must be erected in accordance with the <br />provisions of Section 33E of Ordinance 2438; (6) No build-' <br />lng or structure, other than a church splr% maybe con- <br />structed higher than 35 feet; (7) One unlighted double- <br />face freeszanding identification sign not exceeding 12 <br />square feet in area per face is permitted; (8) Unlighted <br />or lighted non-flashing entrance and exit signs not exceed- <br />ing 6 squ~-e feet in area s~e permitted at drives or open- <br />ings to parking areas; (9) All lighting or illumination <br /> <br />property in a residential zone; (10) Areas between the <br />buildings and streets and other open areas must be (cent) i <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />Motion <br />Second <br />AllAy es <br /> <br />Motion <br />Second <br />AllAy es <br /> <br />45-149 <br /> <br /> <br />
