Kessinger, and others <br /> <br />Chair Haley convened the Charter Review Committee meeting at 5:05 p.m. <br /> <br />The Pledge of Allegiance was given to the Flag. <br /> <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Reverend Dr. Robert C. Smith, Rector of St. Michaels Episcopal Church, favors inclusion of the <br />Community Police Review Commission (CPRC) in the Charter and would provide freedom to <br />allow the members of that Board to be objective and do the job that needs to be done in this <br />community. <br /> <br />Chair Haley noted that the Committee voted down that all boards and commissions be included <br />in the Charter feeling that some from time to time may outlive their purpose. You feel the <br />CPRC comes up to a higher standard. <br /> <br />Dr. Smith stated he was not familiar with the discussion on other boards and commissions. <br /> <br />Member Garcia noted that the agenda only lists consideration of the CPRC. Chair Haley stated <br />he understood but only wanted to ask the question for his own benefit. <br /> <br />Member Brewton commented that all the boards and commissions would have representation <br />from all Wards in the City. The CPRC requires specialized members. <br /> <br />Mary Shelton noted that the Charter survives all political climates. Lately, the political winds <br />have shifted making the CPRC vulnerable. There have been attempts to take away its funding <br />or change the criteria of its membership. Santa Cruz spent five years to implement a Police <br />Review Commission. In 2002/03 the budget was cut and the Commission later dissolved by <br /> <br />CRC-70 <br /> <br /> <br />
