RESOLUTION NO. 758 <br /> <br /> A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br /> RIVERSIDE, CALIFORNIA, (1) WAIVING THE PROFESSIONAL <br /> CONSULTANT SELECTION PROVISIONS OF ADMINISTRATiVE MANUAL <br /> POLICY NO. 11-4; AND .(2) AUTHORIZING THE EXECUTIVE DIRECTOR TO <br /> EXECUTE NECESSARY DOCUMENTS WITH R.F. MCCANN THEATER, INC. <br /> FOR PRE-DESIGN Al'ID SCHEMATIC DESIGN SERVICES FOR FOX <br /> THEATER <br /> <br /> WHEREAS, over the past few years, the Redevelopment Agency of the City of <br />Riverside (the "Agency") has tried to rehabilitate the Fox Theater through an Owner Participation <br />Agreement ("OPA") with the owner; anti <br /> <br /> WHEREAS, some minor improvements were made to the theater but the OPA did <br />not generate the results intended and Fox Theater has languished in a state of disrepair, causing <br />significant blight to the Downtown area; and <br /> <br /> WHEREAS, on November 16, 2004, the Agency Board adopted a resolution of <br />necessity for the acquisition of the Fox theater and gained possession on February 13, 2005; and <br /> <br /> WHEREAS, RFM was retained by the Agency in May 2002 to perform an Adaptive <br />Reuse Study as part of an earlier attempt to work with the owner of Fox Theater for renovation <br /> <br />purposes; and <br /> <br /> WHEREAS, Agency staff has met with R.F. McCann Theater Architects, Inc. <br />("RFM") and requested the RFM prepare a proposal for the pre-design and schematic design services <br />for the adaptive reuse of the Fox Theater (hereinafter "Project"); and <br /> <br /> WHEREAS, the Project capitalizes on the work previously performed at the Fox <br />Theater by RFM and will reduce the time and costs associated with the early stages of the reuse of <br />the Fox Theater; and <br /> <br /> WHEREAS, RFM already has an established understanding of the Fox Theater and <br /> <br /> <br />
