"People Serving
People"

CITY OF RIVERSIDE

February 1,2005

1Liverside

AII-Amedca City

1998

Re: Update on Measure GG

Dear Board/Commission Members and Alternates:

On January 18, 2005, the Mayor and City Council reviewed alternatives for
implementation of Measure GG which requires representation from all seven
Wards on City boards and commissions. Currently not one City board or
commission complies with this new Charter requirement. The Mayor and City
Council applaud and value'the work of boards and commissions and hold high
regard for volunteers currently serving.

Following extensive deliberation on alteretive implementation paths, the City
Council first reconfirmed their support of the current interview and selection
process. Further, in order to avoid unseating of current board and commission
members, the following steps were approved:

· Permanently add two members each to the Board of Library Trustees and
the Board of Public Utilities;
· Add members to each board and commission to accommodate
unrepresented Wards to be subsequently reduced to the original number
of members through attrition;
· Decline second-term reappointments of members in overrepresented
Wards; and
· Implement these measures by May 1, 2005.

Some boards/commissions did not require additional positions as compliance
can be accomplished with existing vacancies. Under the revised Charter, the
practice of appointing Alternates loses its benefits as most appointments are
Ward specific. The terms of all current Alternates expire March 1, 2005.
Appointment of Alternates in upcoming years is not expected.

An ordinance officially adding the appropriate members to boards and
commissions will be presented at the City Council meeting of February 15, 2005.
Recruitment is already underway to fill positions in unrepresented Wards.
Interviews are expected during April 2005 with terms effective May 1,2005.

OFFICE OF THE CITY CLERK
3900MAIN STREET · RiVEILSIDE, CALlFORNIA92522 · (951) 826-5557
www. riversidcca.gov
