1 RESOLUTION NO. 18170 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> RIVERSIDE, CALIFORNIA, MAKING ITS FINDINGS AND! <br /> 3 DETERMINATIONS IN THE MATTER OF CASE TP-003-923 <br /> MODIFYING THE TRAFFIC PATTERN BY APPROVING THE <br /> 4 INSTALLATION OF SEVERAL RAISED MEDIANS WITHIN THE <br /> HERITAGE SQUARE DISTRICT, GENERALLY BOUNDED BY <br /> 5 FIRST STREET TO THE NORTH, THIRD STREET TO THE <br /> SOUTH, LEMON STREET TO THE WEST AND MULBERRY <br /> 6 STREET TO THE EAST. <br /> ? ~FREAS the Planning Commission of the City of Riverside <br /> 8 considered a proposed traffic pattern modification measure <br /> 9 consistin9~ of the installation of several raised median~ which may <br /> 10 restrict access at several intersections within the Her{rage Square <br /> 11 District, generally bounded by First Street to the north, Third <br /> 12 Street to the south, Lemon Street to the west and Mulberry Street to <br /> 13 the east (Case TP-003-923) at a public hearing held on December 3, <br /> 14 1992, and denied the request; and <br /> 15 WHEREAS a hearing on the appeal on behalf of t~e Heritage <br /> 16 Square Association from the decision of the City Planning Commission <br /> 17 was duly noticed for January 26, 1993; and <br /> 18 WHEREAS on the date fixed for the hearing the City Council <br /> 19 heard the evidence offered by persons interested in or objecting to <br /> 20 the proposed traffic pattern modification measure and considered the <br /> 21 staff reports and the initial study; and <br /> 22 WHEREAS Section 21101 of the Vehicle Code of the State of <br /> 23 California provides that local authorities may prohibit entry to, or <br /> 2t exit from, or both, any street by means of islands, curbs, traffic <br /> 25 barriers, or other roadway design features to implement the <br /> 26 circulation element of the City's general plan; and <br /> 27 WHEREAS the Circulation and Transportation Element of the <br /> <br />Attorney's Office <br />Street <br />CA 92522 <br />782-5567 F:\WPDATA\RE$\93020301 .BP <br /> <br /> <br />
