I currently live
near La Sierra University and conduct the rnajority of my business in the
area. Recently it has come to my attention (quite literally) that the
number of people begging for money has increased dramatically.

I am one that always feels the need to help those needing help and I don't
mind handing out a dollar to someone. But now days I am approached by two,
three or more people almost every time Igc, out. I don't mind helping, but
I work hard for my money and I can't see why I should just hand it out to
people.

The Parking Lot Sharks, I call them, are often times rude or insulting if I
deny them some change. I find this offensive, especially when I have
children with me. Moreover, it is quite frightening when a dirty little man
pops up out of no where in the dark asking for money as I load my groceries.

I guess I can put up with a lot of people asking for money, like the kids
selling candy bars or girl scout cookies or whatever in front of almost
every store I go in to, but I (and many others I talk to) are getting very
fed up with the beggars in the parking lots.

Isn't there anything you can do about these people?

Respectfully,

Jim Nilges

DATE: November 23, 2004

DISTRIBUTION:

i/Interim City Manager
//City Attorney
~/City Clerk
/Michael Beck
~Homeless Coordinator
