RESOLUTION NO. 18161 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA, AUTHORIZING THE PREPAI~TION AND DELIVERY OF A PRELIHINARY OFFICIAL STATEMENT, AN OFFICIAL STATEMENT AND NOTICE INVITING BIDS ANDAUTHORIZING THE HAYOR AND TREASURER OF THE CITY TO AWARD THE SALE TO THE SUCCESSFUL BIDDER FOR THE CITY'S SEWER REFUNDING REVENUE BONDS, SERIES L993 WHEREAS, the City has heretofore issued its Sewer Revenue Bonds, Series 1987 (the "1987 Bonds"), now outstanding in the aggregate principal amount of $54,135,000; and WHEREAS, the City proposes to issue its Sewer Refunding Revenue Bonds, Series 1993 (the "1993 Bonds") for the purpose of refunding certain of the 1987 Bonds; and WHEREAS, the City has determined to provide for the sale of the 1993 Bonds through a competitive bidding process; NOW, THEREFORE, the City Council of the City of Riverside, California, does hereby resolve, determine and order as follows: Section 1. The preparation of a Preliminary Official Statement with respect to the 1993 Bonds (the "Preliminary Official Statement") is hereby authorized and approved. Prior to the distribution of the Official Statement, the Treasurer of the City is hereby authorized, empowered and directed to deem the Preliminary Official Statement final as of its date for purposes of Rule 15c2-12 of the Securities and Exchange Commission, such action to be conclusively evidenced by distribution of the Preliminary Official Statement. The Mayor, City Manager and Treasurer of the City be, and each of them hereby is, authorized, empowered and directed to execute a final Official Statement (the "Official Statement") with such changes therein from the Preliminary Official Statement as such officers shall deem appropriate and in the best interests of the City, as conclusively evidenced by his or her execution thereof. The successful underwriters for the 1993 Bonds are hereby authorized to distribute the Official Statement. Section 2. The preparation and publication of a notice inviting bids (the "Notice Inviting Bids") and such other notices as may be deemed necessary in connection with the sale of the 1993 Bonds is hereby authorized and approved. The Mayor and Treasurer of the City are hereby authorized and directed to accept bids for the sale of the 1993 Bonds, and to award the sale of the 1993 Bonds to the successful bidder based upon such criteria as shall be set forth in the Notice Inviting Bids.
