THE OTHER SIDE

Received at meeting of: ~¢_--
Date: ~'- /~'~O ~

Item No,:

There are always two sides to every subject of contention.
Last week I, as speaker for the Friday Morning Club - an active,
twenty-five year old civic group of Riverside, sat in amazement
as one after another individual spoke against a majority vote of
the Council which had dismissed the then city manager. For
months and months, after deep study of city activities, the
question had kept arrising in Friday Morning meetings, "Why
hasn't the Council fired the city manager?." There were
numerous reasons for their questions, but the most blatant was
the fact that persons in high work positions in the city, such as
city managers of departments, had resigned. While only one of
these, the airport manager, had "guts" enough (to use my
grandson's vocabulary), to say "why" they were quitting, there
were others who personally and quietly mentioned their
reasons for resigning. The reasons many gave were the same
-- Work which they' had enjoyed for years, had become
unbearable because of completely unreasonable demands from
above. One individual, I will never name, told me just ONE
reason he left was. that the city manager had ordered him to
include construction of two extremely expensive projects, that
were not included in his department's budget because ...........
........ wanted them. This individual that the city manager
named, who wanted the projects, is well known in the city and a
close friend of the city manager.
