~People <br />Serving <br />People" <br /> <br /> CITY OF RIVERSIDE <br /> <br />City Council Memorandum <br /> <br />Riverside <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: September 28, 2004 <br /> <br />ITEM NO.: <br /> <br />SUBJECT: RIVERSIDE COUNTYAIRPORT LAND USE COMPATIBILITY PLAN WORKSHOP <br /> <br />BACKGROUND: <br /> <br />The Riverside County Airport Land Use Commission (ALUC) has prepared the draft Riverside <br />County Airport Land Use Compatibility Plan (RCALUCP or Plan) to guide future development in <br />areas surrounding airports throughout Riverside County. The Plan is based largely on noise and <br />safety issues, and includes restrictions on the heights of structures, limitations on the types and <br />intensity of new land use development, requirements for sound insulation in new buildings and <br />establishment of real estate disclosure policies addressing aircraft over flights. <br /> <br />The Plan applies only to new development within designated airport influence areas as the ALUC <br />has no authority over existing land uses. In the City of Riverside, there are influence areas from <br />Riverside Municipal Airport (RMA), Flabob Airport in unincorporated Rubidoux and March Air <br />Reserve Base / March Inland Port (MARB). The draft Compatibility Plan currently pertains only <br />to RMA and Flabob. A separate Plan will later be prepared for MARB. <br /> <br />Currently, nearly all development related projects within airport influence areas are subject to <br />review and approval by the ALUC. If denied by ALUC, the City Council may still approve a project <br />but only with a 2/3 majority vote. If the City chooses to adopt the Plan, ALUC review will then not <br />be required for any project that is consistent with the Plan except a legislative act, such as a <br />rezoning or general plan amendment. The City only has to find that a project is consistent with <br />the Plan, thereby significantly reducing the development review time for projects in the airport <br />influence areas. <br /> <br />On August 12, 2004, the ALUC reviewed the draft Plan at a public hearing. City staff requested <br />that the ALUC continue the matter to September 16, 2004 to allow time for the City to to better <br />evaluate potential effects of the Plan on the City. On September 16, at the City staff's further <br />request, the ALUC again continued the Plan as it applies to the City of Riverside until its meeting <br />in October. City staff will be at that meeting to request further continuance until December. <br /> <br />ALUC staff will be present at today's workshop to give an overview of the Plan. A similar <br />presentation was previously made to the City Airport Commission on September 8. Following <br />today's workshop, staff will prepare a detailed report and analysis for presentation to the Planning <br />Commission on October 7, followed by the City Airport Commission on October 13. The <br />recommendations of both Commissions will be forwarded to the City Council for review on <br />November 9. <br /> <br />11-1 <br /> <br /> <br />
