People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: September 21, 2004 <br /> <br />SUBJECT: <br /> <br /> ITEM NO: 30 <br />SUBMITTAL OF GRANT APPLICATION TO THE CALIFORNIA CULTURAL AND <br /> <br />HISTORIC ENDOWMENT FOR A PEDESTRIAN WATER FLUME BRIDGE AT THi- <br />CALIFORNIA CITRUS STATE HISTORIC PARK- SUPPLEMENTAL APPROPRIATION <br /> <br />BACKGROUND: <br /> <br />On December 17, 1999, the Park and Recreation Department received notification from the U.S. Department <br />of Housing and Urban Development that the amount of $750,000 had been allocated for the California Citrus <br />State Historic Park Phase II development. After Council approval in January 2000, an application was <br />submitted and approved under the provisions of the Economic Development Initiative (EDI) account for certain <br />EDI-Special Projects for the plan. <br /> <br />After HUD deducted administration fees, the City received $693,750. The funds were to be used to construct <br />the pedestrian water flume bridge at Citrus State Park. The project was bid on October 25, 2000. All 7 bids <br />exceeded the established budget for the project and the Park and Recreation Department was unable to <br />proceed with construction. Since that time, the Park and Recreation Department has been searching for <br />additional opportunities to fund the development of the bddge. A TEA-21 grant application in the amount of <br />$700,000 was submitted jointly by the State, llhe City and the Non Profit Management Corporation, but was not <br />awarded. The deadline to spend the EDI funds is November 2005 and finding additional resources to build the <br />bddge is critical. <br /> <br />Fortunately, under the California State Library, the California Cultural and Histodc Endowment was created to <br />administer $128.4 million of Proposition 40 funds dedicated to preserving histodc and cultural resources. The <br />pedestrian flume bridge falls within the endowment guidelines as a qualified project under the competitive <br />grant program they created. The Park and Recreation department is requesting Council approval of the <br />submittal of a grant application in the amount of $1,276,833 under the California Cultural and Historic <br />Endowment in order to re-create the watec flume bddge, thus completing a major aspect of Phase II <br />development with the Citrus State Park. <br /> <br />FISCAL IMPACT: <br /> <br />The costs to construct the bridge are estimated at $2,054,648. The grant requires a dollar for dollar match <br />equaling $1,027,324. Actual matching funds total $777,815 and consist of $674,315 remaining from the EDI <br />grant (9217651821-440120) and $100,000 fi,om the Non Profit Management Corporation (NPMC) plus a <br />commitment from the State Department of Parks and Recreation to cover the cost of the Grand Opening <br />Ceremony, with the cost approximated at $3,500. The Park and Recreation Department will request that the <br />remaining $249,509 matching requirement be waived. There will be no impact on the general fund. <br /> <br />.ALTERNATIVES: <br /> <br />Council could decide not to approve the submittal of the application. However, the EDI funding of $674,315 for <br />this project would be lost forever since the funds must be fully expended by November 2005 and without <br />additional funding, the bridge cannot be constructed. <br /> <br />30-1 <br /> <br /> <br />
