"People <br />Sel¥ing <br />People" <br /> <br /> CITY OF RIVERSIDE <br /> <br />City Council Memorandum <br /> <br />Riverside <br /> <br />AIl*Amedca City <br /> <br />HONORABLE MAYORAND CITY COUNCIL <br /> <br />DATE: September 21,2004 <br /> <br />ITEM NO.: <br /> <br />SUBJECT: GENERAL PLAN 2025 PROGRAM UPDATF <br /> <br />BACKGROUND: <br /> <br />PROGRAM SCHEDULE <br /> <br />On March 25, 2003 the City Council authorized hiring Cotton/Bridges/Associates (CBA) as the <br />lead consultant on the General Plan 2025 Program, which includes an update of the General Plan <br />and Zoning and Subdivision Codes, new Citywide Design Guidelines and a Specific Plan for the <br />Magnolia Avenue corridor. The original scope of work called for the project to be completed within <br />18 months. In August 2003 three additional meetings of the Citizen Advisory Committee (CAC) <br />were approved by the City Council, and the overall completion date extended until November <br />2004. In March 2004 the City Council approved two additional meetings of the CAC, but took no <br />action on the overall Program completion date. <br /> <br />At this time a draft General Plan 2025 document has been completed and will soon be distributed <br />to the City Council and Planning Cornmission and made available to the public. The first <br />workshop before the Planning Commission on the General Plan is scheduled to be held on <br />September 30, 2004 from 6 to 9 p.m. in the City Council Chambers. The remaining documents <br />are scheduled for release by mid October 2004. <br /> <br />The original contract with CBA contemplated limited hearings on the Program. Because of the <br />complexity of the documents, it is now apparent that additional meetings for a more thorough <br />review would be preferable to the original, limited hearing schedule. In fact, the Planning <br />Commission has requested a number of workshops to be held on the various Program <br />components prior to their formal public hearing(s) on the matter. Pending City Council approval, <br />four workshops are tentatively scheduled for the Planning Commission review of the Program, <br />followed by two public hearings. Two contingency dates for additional public hearings or <br />workshops, as necessary, have also tentatively been scheduled.
