People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Pdverside <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />SUBJECT: SECOND AMENDMENT TO AGREEMENT <br /> <br />DATE: September 21, 2004 <br /> <br />ITEM NO.: 27 <br />BETWEEN CITY OF <br /> <br />RIVERSIDE AND SIEMENS BUILDING TECHNOLOGIES <br /> <br />BACKGROUND: <br /> <br />Siemens Building Technologies, formerly known as Landis & Staefer, Inc. has <br />performed Energy Retrofit and Heating and Air Conditioning (HVAC) Technical Support <br />Services at City Hall, Council Chambers, Central Library, and the Riverside Convention <br />Center since 1996. Siemens' current support contract expires November 30, 2007. <br />These are large chiller-based systems that require specialized licenses, training and <br />equipment to maintain. <br /> <br />The Orange Street Police Station and Municipal Auditorium also have a chiller-based <br />system that has been maintained by Building Services HVAC Staff. To maintain <br />optimum efficiency, a strong preventative maintenance and support program is <br />mandatory. Increase of HVAC support requirements as a result of acquisition of new or <br />remodeled facilities, i.e. Municipal Auditorium, White Park, Casa Blanca Family <br />Learning Center, Bobby Bonds, the forthcoming Magnolia Station has increased HVAC <br />support requirements by over 700 tons, which is equivalent to a 35% workload increase. <br />This workload increase has significantly affected our maintenance backlog and our <br />ability to provide optimal support for the chiller-based HVAC systems. During the past <br />year there have been several major component failures of these HVAC Systems that <br />can be attributed to the effects of a maintenance backlog. Siemens Building <br />Technologies has submitted the attached thirty-six (36) month proposal to assume full <br />maintenance support for the Orange Street Police Station and Municipal Auditorium. <br />Additionally, Siemens Building Technologies has proposed to expand City Hall coverage <br />to include additional HVAC equipment and mechanical devices that were not included in <br />the original agreement. <br /> <br />The cost of service for the contract period of September 15, 2004 through September <br />30, 2007 will be $644,556.
