People Serving <br />People <br /> <br /> Riverside <br />CITY OF RIVERSIDE <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: September 21, 2004 <br /> <br />ITEM NO: 18 <br /> <br />SUBJECT: <br /> <br />2003-2004 Consolidated Annual Performance Evaluation Report (CAPER) for the use of <br />Community Development Block Grant (CDBG), Emer.qency Shelter Grant (ESG)~ <br />Housinq Opportunity for Persons with Aids (HOPWA) and HOME Investment <br />Partnership Pro.qram (HOME) <br /> <br />BACKGROUND: <br /> <br />The City of Riverside is an entitlement City for the receipt of federal funds from the U.S. Department of <br />Housing and Urban Development (HUD)for four federal programs: CDBG, ESG, H©PWA, and HOME. <br />The funds are used to provide decent, affordable housing, suitable living environments and expand <br />economic opportunities for Iow and moderate-income persons. <br /> <br />The purpose of the CAPER is to give the public and HUD an opportunity to review the City's <br />accomplishments during fiscal year 2003-2004. The CAPER includes a description of resources, the <br />investment of resources, the families and persons assisted, actions taken to affirmatively further fair <br />housing and other actions indicated in the City of Riverside 2003-2004 Consolidated Action Plan. <br /> <br />CURRENTISSUE: <br /> <br />In compliance with federal regulations, a notice was placed in the Press Enterprise Newspaper regarding <br />the City of Riverside's CAPER. The notice identifies the Development Department as the location where <br />the public can review the report, during the required 15-day public comment period. The public comment <br />period began on September 13, 2004 and will end on September 28, 2004. <br /> <br />FISCALIMPACT: <br /> <br />There is no fiscal impact involved with the report. The City of Riverside has provided viable programs that <br />have addressed the needs of its Iow and moderate-income residents. However, to receive future funding, <br />the City of Riverside must submit an annual CAPER, by the September 28, 2004 deadline. All comments <br />received from the public will be forwarded to HUD as part of the report. <br /> <br />ALTERNATIVES: <br /> <br />Not applicable. <br /> <br />18-1 <br /> <br /> <br />
