People Serving <br /> People <br /> <br /> CITY OF RIVERSIDE <br /> <br />AGENCY MEMORANDUM <br /> <br />Riverside <br /> <br />ill-America Ci~ <br /> <br />HONORABLE MAYOR AND AGENCY MEMBERS <br /> <br />DATE: September 21, 2004 <br /> <br />SUBJECT: <br /> <br />ITEM NO: ! 1 <br /> <br />APPROVE IN PRINCIPLE A FACADE EASEMENT AGREEMENT AND <br />DECLARATION OF COVENANTS, CONDITIONS AND RESTRICTIONS FOR 6136 <br />RIVERSIDE AVENUE, SINGLE FAMILY RESIDENCE (THE CHURCH OF NICE <br />S.T.U.H.F) DESIGNATED AS A STRUCTURE OF MERIT - MAGNOLIA CENTER <br />PROJECT AREA <br /> <br />BACKGROUND: <br /> <br />On August 24, 2004, the City Council designated the property located at 6136 Riverside Avenue as a <br />Structure of Merit. The one-stow residence was constructed circa 1890 and is an example of a Pate <br />nineteenth century farmhouse. Currently unoccupied, the structure has been preserved with relatively <br />few exterior alterations made to the residence since its construction with the exception of an addition to <br />the rear of the residence which has become historic due to its age. The residence retains a high level of <br />architectural integrity. <br /> <br />The property owner, The Church of Nice S.T.U.H.F, is proposing to restore the building at 6136 Riverside <br />Avenue and to convert the residential use into office use. Improvements to the exterior faCade will <br />consist of a dark red color scheme with pale green trim. Features such as gabled dormers, simple <br />double hung windows and wrap around porches give this residence its rural character. The residence is <br />a good example of the type of simple farmhouse constructed by Riverside's early agricultural families, it <br />is simple in plan, form and materials. There is a visible absence of detail which is characteristic of later <br />farmhouses. The property is located on the easterly side of Riverside Avenue, northerly of Tipperary Way <br />and is bounded by single-family residential dwellings to the east and south, commercial development to <br />the west and the railway to the north. It is within the Magnolia Center commercial district and is <br />representative of Riverside's early period of agricultural development. <br /> <br />CURRENT ISSUE: <br /> <br />The owner has estimated the cost of exterior/interior restoration of this Structure of Merit in the amount of <br />$150,000. In order to ensure the historic preservation by the property owner, its successors or assigns, <br />the Agency proposes to purchase a faCade easement in the amount of $16,000. In addition, the Agency <br />should consider the purchase of a Declaration of Covenants, Conditions and Restrictions in the amount <br />of $9,000 to ensure that the property will be used as office space. The Agency has entered into similar <br />agreements such as Raincross Enterprises db.a. Mario's Place Restaurant, Lake Alice Trading <br />Company and Farmer Boys Food, inc. <br /> <br />Staff recommends that the Agency approve in principle the FaCade Easement Agreement and the <br />Declaration of Covenants, Conditions and Restrictions. Upon preparation of the documents, staff will <br />return to the Agency for final approval of the Fa(;ade Easement Agreement and the Covenants, <br />Conditions and Restrictions. <br /> <br />11-1 <br /> <br /> <br />
