Mayor Loveridge called the meeting to order at 3:25 p.m. ORAL COMMUNICATIONS FROM THE AUDIENCE There were no comments presented at this time. CONSENT CALENDAR The following items were approved by one motion affirming the actions appropriate to each item with Agency Member Adkison disqualifying himself from voting on the Consent Calendar due to a possible conflict of interest, except for approval of the minutes of August 24 and 31,2004. MINUTES The Minutes of the Meetings of August 24 and 31, 2004, were approved as presented. AMEND RULES OF PROCEDURE AND ORDER OF BUSINESS - RESOL. The Agency adopted a resolution establishing Rules of Procedure and Order of Business for the Redevelopment Agency of the City of Riverside and related functions and activities and rescinding all prior actions taken thereto; whereupon, Resolution No. 746 of the Redevelopment Agency of the City of Riverside, California, Establishing Rules of Procedure and Order of Business for the Redevelopment Agency of the City of Riverside and Related Functions and Activities and Rescinding All Prior Actions Taken Thereto, was presented and adopted. PHASE II ENVIRONMENTAL ASSESSMENT - 2871 UNIVERSITY - RESOL. The Agency (1) adopted a resolution waiving the professional consultant selection provisions of Administrative Manual Section 11-4; and (2) approved and authorized the Executive Director or his designee to execute the Professional Services Agreement with Pacific Edge Engineering, Inc., in the amount of $49,750 to complete Phase II environmental assessment for the property at 2871 University Avenue; whereupon, Resolution No. 747 of the Redevelopment Agency of the City of Riverside, California, Waiving the Professional Consultant Selection Provisions of Administrative Manual, Policy Number 11-4 and Authorizing the Executive Director to Execute a Professional Services Agreement with Pacific Edge Engineering, Inc., to Conduct Environmental Site Assessment at 2871 University Avenue, was presented and adopted.
