People Serving
People

CITY OF RIVERSIDE

CITY COUNCIL MEMORANDUM

l~ivcrsidc

Ali-America City

HONORABLE MAYOR AND CITY COUNCIL DATE: September 7, 2004

ITEM NO: 27

SUBJECT: REFER TAXICAB FRANCHISE REQUEST FROM CORONA TAXICAB INC./DBA

CORONA HAPPY TAXI TO TRANSPORTATION COMMI'I-I'EF

BACKGROUND:

In April 2004, the City received an application for a taxicab franchise from Corona Taxicab inc./DBA
Corona Happy Taxi. Having resolved issues with another taxicab provider, it is now proper to proceed
with the review of this application. If approved, this will result in a third major taNcab company in the City
of Riverside. While their application appears reasonable and proper, theyare proposing to increase the
number of taxicabs based in the City by ten (10). The City has previously had three authorized taxicab
companies, but the third was only franchised to run two cabs. It seems prudent to discuss the issue of
what number of cabs ought to be franchised to operate within the City. Additionally, franchising
procedures direct staff to review the application with the Transportation Committee.

FISCAL IMPACT:

There is no fiscal impact associated with this item. Ultimatelyapproving an additional taxicab franchise
may increase General Fund franchise revenues by a minor amount.

ALTERNATIVES:

The City Council could choose not to refer the application to the Transportation Committee.

RECOMMENDATIONS:

That the City Council refer the application from Corona Taxicab Inc. to the Transportation Committee f~r
review and discussion.

27-1
