People Serving People City of Riverside AGENCY MEMORANDUM I~iversidc AtbArnerica City HONORABLE MAYOR AND AGENCY MEMBERS DATE: September 7, 2004 ITEM NO: 9 SUBJECT: AMENDMENTS TO THE RULES OF PROCEDURE AND ORDER OF BUSINESS FOR THE REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE - RESOLUTION BACKGROUND: The Redevelopment Agency of the City of Riverside last reviewed and amended its Rules of Procedure on December 30, 1986. By minute action, the Agency Board made substantive amendments to its Rules of Procedure including making a provisic, n for the Mayor to preside at all Agency meetings, for the continuation of the position of Chairman of the Agency Board and making provisions for the calling of special meetings in conformance with state law. The Redevelopment Agency of the City of Riverside has not reviewed nor considered modifications to its Rules of Procedure since 1986 Moreover, the Agency Board has, by practice, modified several of the Rules of Procedure established in 1986. Consequently, a comprehensive review of the Rules of Procedure was performed by Agency General Counsel with review and input by the Agency Secretary, Agency Executive Director and Agency Staff. The result of this review is the resolution attached hereto establishing Rules of Procedure and Order of Business for the Agency and rescinding all prior actions taken thereto. The resolution accurately reflects the Agency Board's authority and organization including the designation of the Chairperson and Vice Chairperson of the Agency Board. The resolution also accurately sets forth the duties and powers of the Mayor as well as the positions of Executive Director, Agency General Counsel and Agency Secretary. Furthermore, the resolution accurately reflects the current Rules of Procedure followed by the Agency Board in the conduct of its meetings and is ,~onsistent ~th the City Council's current meeting rules. The Chair of the Redevelopment Agency has also reviewed the attached resolution and concurs with the recommendation to adopt this resolution establishing the new Rules of Procedures and Order of Business.
