Unsafe, 2.)Does not conform to <br />the General Plan, and 3.)Did not comply with the Calif. Environmental Quality Act. (CEQA) <br /> <br />Members of the Council have only a short time left to correct the unsafe conditions in the planned <br />Project. Deleting the raised median and replace it with a painted stripped median. <br /> <br />The present design is unsafe at some intersections. It will cause east and west traf~c to cross the <br />width ofthrec lanes of traffic to enter a single lane of traffic, when turning left to go north or <br />south bound on Tyler Street. A left turn will require avoiding a raised two foot wide median past <br />the centefline of the roadway as now planned. <br /> <br />At night, the unsafe traffic condition is magnified. Motorist entering an intersection passing, the <br />width of three lanes of traffic, have an expectation the roadway is divided at the center, not past <br />the centerline and restricted to one traffic lane. <br /> <br />The raised median north of Arlington Avenue must be removed when Tyler St. is widened in the <br />near future. The expansion of the Korean Baptist Church, on Keller, the PRD approved for 23 <br />home on Gould St, the 163 homes planned for Tyler St. north of Eureka St., the Jurpa St., <br />extension to Van Buren Blvd., Norte Vista High School Stadium, will require the ultimate <br />expansion of Tyler St. as call for in the General Plan. Tyler Street has four to six lanes oftraffc <br />south of Wells Street at present. It makes no sense to restrict Tyler St. to two lanes oftraffc a <br />little more than three quarters of a mile between Arlington and Wells. <br /> <br />The Planning Commission approved the Tyler St. project only after the Public Community <br />Meeting Minutes were concealed by city staff from the public, and marked for "Interoffice Use <br />Only."
