Beck, Deputy City Manager
City of Riverside

From:

Jos6 Luis P6rez, President
Board of Education
Alvord Unified School District

Subject:

Frost Reservoir Property

Dear Mr. Beck,

Thank you for your response to my e-mail of July 9, 2004.

On the eve of your impending decision and with the sense that you might have already closed the door of your decision
making process, I approach you, once again, with great deal of humility, and appeal to your sense of tree leadership.
The future is not waiting for another 100 houses. The future is waiting for the leaders our schools will help forge to
provide leadership for tomorrow.

Our fore fathers built our country by standing on the right principles. These principles crafted who we are today as a
nation and as individuals. We have fought wars based on principles. And we have maintained, throughout history, the
principle that to provide for the "greater good" is preferred over other choices.

You believe the offer of $9.5 million is the Fair Market Value. I'll ask you, what conditions and agreements are
attached to that offer? Or what additional agreements will be made, after the sale is final, to benefit of the developer?
What will the final cost to the citizens of Riverside be, after the developer is gone? What will the "Real Cost" to the
citizens of Riverside be?

We are your neighbors, in fact, we are Riverside too. Afl.er all is said and done we'll still be here, working with you,
making our city a better place to live. We are partners for life...and you still worry about what Fair Market Value is?
Let an appraisers determine the value of the property.

This situation transcends the normal everyday business to business relationship. Alvord is not in the business of
making profits. We are charged with preparing our youth for tomorrow. Crowded schools present extraordinary
conditions negatively affecting the welfare and well being of this and future generations of children to come. The
quality of life of the students, staff and the surromading community is greatly affected by overcrowded conditions in
our schools. We need your help.

The picture I am trying to paint is one that affects primarily our children and, by association, all of Riverside. Some

7/12/2004
