<br />I <br /> <br />RESOLUTION NO. 743 <br /> <br />A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br />RIVERSIDE CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT <br />AND ADOPTING FINDINGS AND A MITIGATION AND MONITORING PLAN <br />FOR THE REDEVELOPMENT PLAN FOR THE PROPOSED LA <br />SIERRN ARLANZA REDEVELOPMENT PROJECT <br /> <br />WHEREAS, the Redevelopment Agency of the City of Riverside (the "Agency") has <br /> <br />I <br /> <br />initiated the proposed adoption of the La Sierra! Arlanza Redevelopment Project (the <br />proposed "Project"); and <br />WHEREAS, in accordance with Health & Safety Code Section 33352, the Agency <br />has prepared its Report to City Council for the proposed Project, which includes the <br />Redevelopment Plan; and <br />WHEREAS, the Agency, as lead agency pursuant to the California Environmental <br />Quality Act ("CEQA"), has prepared a Final Environmental Impact Report ("Final EIR") <br />analyzing the potential environmental impacts of the proposed Project; and <br />WHEREAS, the Riverside Planning Commission recommended certification of the <br /> <br />Final EIR on April 8, 2004; and <br />WHEREAS, all actions required to be taken by applicable law related to the <br />preparation, circulation, and review of the Draft and Final EIR have been taken; and <br />WHEREAS, the Riverside Planning Commission approved and forwarded to the <br />Agency its report that the Redevelopment Plan is in conformity with the Riverside General <br />Plan and has recommended approval of said Redevelopment Plan; and <br />WHEREAS, the Agency has reviewed and considered the Final EIR, the proposed <br />Mitigation Monitoring Plan with respect to the adoption of the proposed Project and all other <br /> <br />information in the administrative record; and <br /> <br />I <br /> <br />WHEREAS, pursuant to public notice duly given, the City Council and the Agency <br /> <br /> <br />Board held a full and fair joint public hearing on the Redevelopment Plan and Final EIR on <br /> <br /> <br />May 18, 2004; and <br />
