<br />Chair Eric Haley convened the Charter Review Committee meeting at 6:05 p.m. and welcomed
<br />Sharon Tyrrell to the Committee and summarized the future meeting schedule and topics to be
<br />deliberated.

<br />ELECTIONS
<br />City Clerk Colleen Nicol reviewed the Charter sections governing election of Mayor and
<br />Councilmembers, run-off elections, election dates, initiative, referendum, recall, nominations,
<br />measures, current and proposed voting systems, election costs, mail-in ballot elections, voter
<br />turnout, permanent absentee voting, comparison of polling place vs. mail-in ballot elections for
<br />special municipal elections, and community proposals including instant run-off voting, and
<br />nomination of Councilmembers from the Ward with election at-large.

<br />INSTANT RUN-OFF VOTING
<br />Nanette Pratini of the California IRV Coalition distributed brochures and reviewed the
<br />mechanics of instant run-off voting. Voters rank their choices in order of preference. She feels
<br />the benefits of instant run-off voting are that it saves the cost of a run-off election, allows for
<br />transfer of vote to an alternate candidate when a voter's candidate is unsuccessful, empowers
<br />people whose candidate is not as popular to go to the polls and feel they are represented,
