CHARTER REVIEW COMMITTEE <br />City of Riverside <br /> April 22, 2004, 6 p.m. <br /> Norte Vista High School <br /> Performing Arts Center <br /> 6585 Crest Avenue <br /> <br />MINUTES <br /> <br />PRESENT: <br /> <br />Chair Eric Haley and Members Barry Johnson, Marjorie von Pohle, Gar <br />Brewton, Damon Castillo, Dale McNair, Ray Higgins, Rusty Bailey, Marcia <br />McQuern, Rose Mayes, Dorothy Bailey, Connie Leach, Mike Teer, Sharon <br />Tyrrell, Art Garcia, Ben Johnson, and Stan Stosel <br /> <br />ABSENT: None <br /> <br />STAFF PRESENT: Gregory Priamos, Susan Wilson, Tricia Ruiz, Cheryl Balz, and JudyTruett <br /> <br />ALSO PRESENT: Phyllis Purcell, Barbara Purvis, Daphne Areta, Victoria Nurre, Tom Powell, <br /> Sue Mitchell, Janet Wasson, Duong Nguyen, and others <br /> <br />Chair Haley convened the Charter Review Committee meeting at 6:03 p.m. <br /> <br />The Pledge of Allegiance was given to the Flag. <br /> <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no comments presented at this time. <br /> <br />MINUTES <br />Motion was made and seconded to approve the Minutes of March 25, 2004, as presented. <br />Motion carried unanimously with Members Garcia and Tyrell abstaining. <br /> <br />DISCUSSION AND DELIBERATION <br /> <br />General Obligation Bonds - Mail Ballot Elections <br />Following discussion and without formal motion, discussion of use of mail ballot elections for <br />general obligation bonds was continued to the meeting of May 27, 2004, to have Registrar of <br />Voters Mischelle Townsend available for questions. <br /> <br />General Obligation Bonds - Negotiated or Private Sale <br />Discussion ensued regarding granting the City Council authority to determine whether general <br />bonds, notes, or other indebtedness shall be sold at public sale by notice or by negotiated <br />private sale. Member Castillo and others questioned the matrix reference of major fiscal <br />impact. Deputy City Attorney Wilson and City Attorney Priamos explained that the fiscal impact <br />may be significantly positive under certain circumstances. This proposal would grant the City <br />Council flexibility to choose the method of sale depending upon the conditions. <br /> <br />CRC-51 <br /> <br /> <br />
