First, with regard to untreated water, Mr. Garcia confirmed <br />that an acre foot of this water is less expensive than reclaim because it faces less regulation. Riverside has <br />27000 acre feet of base untreated water in the Riverside North/South aquifer some of which we have not been <br />using where opens the door for Western and others to potentially pump and divert it. RPU installed an untreated <br />water line down Central around 2008, the pressurizing of which is lumped into Phase 1. VC Goldware asked staff <br />to provide an estimate of the cost of activating that line. Second, City Finance explained the formulae for charging <br />back RPU for services rendered. Several board members asked for what kind of "true up" or reconciliation <br />annually. For example, if RPU funds five FTEs, for example, and those positions are not filled, does the City <br />rebate money to RPU? The Board asked staff to develop a process and this should be included in the minutes. <br />This Commission works hard. The minutes should reflect the discussion. Thanks for the effort. <br />
