CITY COUNCIL <br />MINUTES <br />TUESDAY, FEBRUARY 13, 2024, 3 P.M. <br />• PUBLIC COMMENT IN PERSON/TELEPHONE <br />CitygfArts&Innovation ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />PRESENT: Mayor Pro Tem Hemenway and Councilmembers Edwards, Cervantes, <br />Fierro, Conder, and Perry <br />ABSENT: Mayor Lock Dawson and Councilwoman Plascencia <br />Mayor Pro Tem Hemenway called the meeting to order at 1:00 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Rich Gardner spoke regarding Caregivers month, and City of Grants Pass v Johnson <br />related to outdoor camping. Errol Koschewitz spoke regarding State of California <br />finances. Jason Hunter spoke regarding Gage Canal reform. Alan Ridley spoke regarding <br />Land is a Big Deal article. Malissa McKeith spoke regarding Gage Canal, water rights, <br />and cease fire. <br />COMMUNICATIONS <br />INTERGOVERNMENTAL RELATIONS AND LEGISLATIVE UPDATE <br />There was no update on intergovernmental relations and legislation. <br />HOMELESS SOLUTIONS UPDATE <br />There was no update on homeless solutions. <br />SUSTAINABILITY UPDATE <br />There was no update on sustainability. <br />LEGAL UPDATE <br />There were no legal updates given at this time. <br />COUNCILMEMBERS DECLARATION OF CONFLICTS OF INTEREST <br />There were no conflicts of interest declared at this time. <br />CLOSED SESSIONS <br />The City Council adjourned to closed sessions at 3:17 p.m. pursuant to Government Code <br />(1) § §54956.9(d) (1) to confer with and/or receive advice from legal counsel concerning <br />Eric H.
