WATER ENERGY LIFE <br />CITY OF <br />RIVERSIDE <br />lag <br />PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: JANUARY 22, 2024 <br />SUBJECT: PUBLIC HEARING - RENEWAL OF THE TEN-YEAR WATER CONSERVATION <br />SURCHARGE <br />ISSUE: <br />Consideration of the renewal of the ten-year 1.5% Water Conservation Surcharge applied to all <br />Riverside Public Utilities water customer accounts. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Conduct a public hearing to engage the community and receive input related to the renewal <br />of the Water Conservation Surcharge applicable to all RPU water customers; <br />2. Adopt a resolution of the ten-year Water Conservation Surcharge as described in that <br />resolution; <br />The Board of Public Utilities recommend City Council: <br />3. Approve the renewal of the Water Conservation Surcharge applicable to all RPU water <br />customers, effective through the ten years thereafter; and <br />4. Adopt a resolution establishing the revised Schedules WA -1A, WA -1B, WA -2, WA -3, WA - <br />4, WA -5, WA -6, WA -7, WA -8, WA -9, WA -10, WA -11, and WA -12 effective upon Council <br />approval through ten years thereafter. <br />LEGISLATIVE HISTORY: <br />Pursuant to Proposition 218 the City will conduct a public hearing to allow the public to comment <br />upon the proposed Water Conservation Surcharge and to mail written notice of the proposed <br />Water Conservation Surcharge to all affected rate payers. If more than 50% of the ratepayers <br />protest in writing, then the proposed surcharge cannot be adopted by the City. <br />On December 6, 2023, written notices were mailed to all water utility customers. The hearing was <br />also advertised in the Press -Enterprise on January 4, 2024, satisfying the legal requirements to <br />notice the public hearing.
