WATER ENERGY LIFE CITY OF RIVERSIDE lag PUBLIC UTILITIES RIVERSIDE PUBLIC UTILITIES Board Memorandum BOARD OF PUBLIC UTILITIES DATE: JANUARY 22, 2024 SUBJECT: PUBLIC HEARING - RENEWAL OF THE TEN-YEAR WATER CONSERVATION SURCHARGE ISSUE: Consideration of the renewal of the ten-year 1.5% Water Conservation Surcharge applied to all Riverside Public Utilities water customer accounts. RECOMMENDATIONS: That the Board of Public Utilities: 1. Conduct a public hearing to engage the community and receive input related to the renewal of the Water Conservation Surcharge applicable to all RPU water customers; 2. Adopt a resolution of the ten-year Water Conservation Surcharge as described in that resolution; The Board of Public Utilities recommend City Council: 3. Approve the renewal of the Water Conservation Surcharge applicable to all RPU water customers, effective through the ten years thereafter; and 4. Adopt a resolution establishing the revised Schedules WA -1A, WA -1B, WA -2, WA -3, WA - 4, WA -5, WA -6, WA -7, WA -8, WA -9, WA -10, WA -11, and WA -12 effective upon Council approval through ten years thereafter. LEGISLATIVE HISTORY: Pursuant to Proposition 218 the City will conduct a public hearing to allow the public to comment upon the proposed Water Conservation Surcharge and to mail written notice of the proposed Water Conservation Surcharge to all affected rate payers. If more than 50% of the ratepayers protest in writing, then the proposed surcharge cannot be adopted by the City. On December 6, 2023, written notices were mailed to all water utility customers. The hearing was also advertised in the Press -Enterprise on January 4, 2024, satisfying the legal requirements to notice the public hearing.
