WATER ENERGY LIFE <br />CITY OF <br />RjVEIZSIDE <br />lag <br />PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: DECEMBER 11, 2023 <br />SUBJECT: ADDITIONAL CONTRACTORS FROM REQUEST FOR PROPOSAL NO. 1784 <br />ELECTRIC UTILITY WORK PROVIDING CONSTRUCTION, MAINTENANCE, <br />AND REPAIR OF ELECTRICAL UTILITY DISTRIBUTION TRANSMISSION, AND <br />SUBSTATION FACILITIES INCLUDING COMMUNICATIONS AND CONTROL <br />SYSTEMS FOR VARIOUS LOCATIONS ON AN AS -NEEDED BASIS; AND <br />MASTER AGREEMENTS FOR FERREIRA CONSTRUCTION CO., MICHELS <br />PACIFIC ENERGY, INC., AND STURGEON ELECTRIC CALIFORNIA, LLC. <br />ISSUE: <br />Consider approval of three additional contractors for Request for Proposal No. 1784 Electrical <br />Utility Work providing Construction, Maintenance and Repair of Electrical Utility Distribution <br />Transmission, and Substation Facilities, including Communications and Control Systems for <br />Various City Locations on an As -Needed Basis; and Master Agreements for Ferreira Construction <br />CO., Michels Pacific Energy Inc, and Sturgeon Electric California LLC. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve three additional contractors for Request for Proposals No. 1784 for Electric Utility <br />Work Providing Construction, Maintenance and Repair of Electrical Utility Distribution, <br />Transmission and Substation Facilities, including Communications and Control Systems <br />for Various City Locations on an As -Needed Basis; and Master Agreements for Ferreira <br />Construction CO, Michels Pacific Energy Inc, and Sturgeon Electric California LLC.; and <br />2. Authorize the City Manager, or his designee, to execute the three additional Master <br />Agreements for Electrical Utility Construction Work for Various City Locations on an As - <br />Needed Basis with responsive and responsible contractors as noted in the staff report, <br />including making minor and non -substantive changes including the remaining optional one- <br />year extensions to the Master Agreement for Electrical Utility Construction Work for Various <br />City Locations on an As -Needed Basis. <br />BACKGROUND: <br />The Energy Delivery Contractors' Panel was first established in 1999 to improve efficiency of the <br />bidding process for construction work to help staff address the increasing workload demand. At <br />that time, existing Energy Delivery staff resources had a difficult time meeting the customer's <br />
