WATER 1 ENERGY I LIFE <br />PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: DECEMBER 11, 2023 <br />SUBJECT: CONSTRUCTION OF THE ELEVENTH STREET WATER MAIN REPLACEMENT <br />PROJECT — APPROVE THE INCREASED EXPENDITURE OF $190,000 FOR <br />WORK ORDER NO. 2217506 FOR A REVISED WORK ORDER TOTAL OF <br />$776,000 <br />ISSUE: <br />Consider approval of the increased expenditure of $190,000 for Work Order No. 2217506 for a <br />revised total of $776,000 for all engineering, construction, paving and construction contingency <br />costs for the Eleventh Street Water Main Replacement Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the increased expenditure of $190,000 for Work Order <br />No. 2217506 for a revised total of $776,000 for all engineering, construction, paving and <br />construction contingency costs for the Eleventh Street Water Main Replacement Project. <br />BACKGROUND: <br />The Riverside Board of Public Utilities approved the construction of the Eleventh Street Water <br />Main Replacement Project on August 22, 2022. The pipeline work started in January of 2023 by <br />Riverside Public Utilities (RPU) Water Division field forces and was completed in April 2023. The <br />project entailed the replacement of approximately 1,250 feet of existing 4 -inch cast iron water <br />pipelines from 1920. Water pipelines are ranked as high priorities for replacement based on their <br />leak history, age, and size. Using RPU's Paving Panel, All American Asphalt was selected to <br />conduct the final trench paving. <br />DISCUSSION: <br />The increased expenditure for this project is twofold: Higher-than-expected paving work costs and <br />additional construction costs due to excessive soil moisture. On December 28, 2022, three bids <br />were received from RPU's Paving Panel to repave the pipeline trenches for this project in the <br />amounts of $255,635 (All American Asphalt), $344,785 (R.J. Noble Company), and $421,415 <br />(Hardy and Harper, Inc.). All three bids exceeded the amount budgeted of $150,000 due to <br />higher-than-expected costs for furnishing and installing the asphalt pavement from what is <br />believed to be related to industrywide increases in paving prices from the inflation of material, <br />trucking, and labor costs. <br />
