CITY COUNCIL <br />MINUTES <br />TUESDAY, SEPTEMBER 19, 2023, 1 P.M. <br />• PUBLIC COMMENT IN PERSON/TELEPHONE <br />City ofArts &.Innovation ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />PRESENT: Mayor Lock Dawson and Councilmembers Edwards, Cervantes, Fierro, <br />Conder, Perry, and Hemenway and Councilwoman Plascencia <br />ABSENT: None <br />Mayor Lock Dawson called the meeting to order at 1:02 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Malissa McKeith spoke regarding the newly established Department of Housing and <br />Human Services, infrastructure projects, and City Attorney's budget. Errol Koschewitz <br />spoke regarding Governor Gavin Newsom, Congresswoman Nancy Pelosi, and the State <br />Employment Development Department (EDD) budget and workers compensation. <br />Patrick Maloney spoke regarding Doors Open event, Meet and Greet at Back to the <br />Grind, and thanked Councilmember Edwards. Jon Johnson spoke regarding the rate <br />increases. One caller spoke regarding Riverside Unified School District Measure O <br />litigation and building new schools in Casa Blanca and the Eastside. Alan Ridley spoke <br />regarding Cost -of -Living initiatives. One caller spoke regarding underground electric <br />towers and recommended adopting a resolution establishing that any Councilmember <br />charged with Driving Under the Influence should have perks removed. <br />Concilwoman Plascencia entered the meeting at 1:22 p.m. <br />COMMUNICATIONS <br />INTERGOVERNMENTAL RELATIONS AND LEGISLATIVE UPDATE <br />The City Council received an update on intergovernmental relations and legislation. <br />HOMELESS SOLUTIONS UPDATE <br />The City Council received an update on homeless solutions. <br />SUSTAINABILITY UPDATE <br />There was no update on sustainability. <br />LEGAL UPDATE <br />There was no legal update. <br />109-59 <br />
