CITY OF <br />RIIVERSIDE <br />City of Arts &Innovation <br />BOARD OF PUBLIC UTILITIES <br />MINUTES <br />MONDAY, AUGUST 28, 2023, 6:30 P.M. <br />PUBLIC COMMENT IN-PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET, RIVERSIDE, CA 92522 <br />PRESENT: Chair Gildardo Oceguera, Vice Chair Rebeccah Goldware and Board <br />Members David Crohn, Nipunjeet Gujral, Rosemary Heru, Gary Montgomery, <br />Brian Siana, and Peter Wohlgemuth <br />ABSENT: Member Nancy Melendez <br />Chair Oceguera called the meeting to order at 6:33 p.m. <br />Member Heru led the pledge of Allegiance to the Flag. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Rich Gardner spoke regarding the rate increases. Jason Hunter spoke regarding rates, <br />General Fund Transfer, Parada case and lawsuits. Pam Price spoke regarding the rate <br />increases. <br />PUBLIC HEARINGS <br />ELECTRIC UTILITY FIVE-YEAR RATE PLAN PROPOSAL - RESOLUTION <br />Hearing was called to receive public input related to electric utility five-year rate plan <br />proposal. Three people spoke regarding the matter. The public hearing was officially closed. <br />Following discussion, it was moved by Member Heru and seconded by Member Gujral to <br />(1) conduct a public hearing to receive public input related to the electric utility five-year <br />rate plan proposal; (2) adopt a resolution of the electric utility five-year rate plan proposal, <br />establishing the electric utility five-year rate proposal, as further described in the resolution; <br />(3) recommend the City Council conduct a public hearing to receive input related to the <br />electric utility five-year rate plan proposal; (4) recommend the City Council adopt a <br />resolution approving the electric utility five-year rate plan proposal, as further described in <br />the resolution; and (5) recommend the City Council approve changes to the Sharing <br />Households Assist Riverside Energy Program. The motion carried with Chair Oceguera, Vice <br />Chair Goldware and Members Crohn, Heru, Siana, and Wohlgemuth voting aye, Members <br />Montgomery and Gujral voting no, and Member Melendez absent. <br />Whereupon, the title having been read and further reading waived, Resolution No. 2023-2 of <br />the Board of Public Utilities of the City of Riverside, California, (1) establishing the FY 2023/24 - <br />2027/28 Electric Rates by amending Electric Rate Schedules A, D, D-TOU, EV, LS -1, LS -2, OL, <br />PA, PW -1, S, TC and TOU; creating new Electric Rate Schedule SMEVC; to be effective <br />January 1, 2024, and upon Council approval; (2) making related findings of fact; and <br />(3) recommending City Council approval thereof, was presented and adopted. <br />1 <br />
