WATER E N E R G v
PUBLIC UTILITIES
RIVERSIDE PUBLIC UTILITIES
Board Memorandum
BOARD OF PUBLIC UTILITIES DATE: SEPTEMBER 25, 2023
GENERAL MANAGER'S REPORT
SUBJECT: RIVERSIDE PUBLIC UTILITIES SAFETY PROGRAM METRICS ON SAFETY
INJURIES AND TRAINING FOR 2023
This update on the Riverside Public Utilities (RPU) Safety Program highlights the department's
strong emphasis for the safety of all RPU's team members. RPU considers safety to be essential
for success in accomplishing our mission. Through our values of teamwork, integrity,
professionalism, and safety, the Safety Team, with the support of the RPU Executive Team,
promotes a strong safety culture at all levels of RPU. To support safety, the RPU Safety Team
has clear objectives, effective processes, and shares information using an improved safety
dashboard. By providing tools, training, and programs throughout the year, RPU strives to ensure
that all team members have the necessary knowledge, skills, and support to work safely.
Two safety themed events were held this quarter, 1) on June 29, 2023, RPU hosted a Safety Fair
(Flyer attached) at UOC, which included industry vendors and educational opportunities related
to emergency preparedness, slips, trips and falls, heal illness prevention and hazard recognition,
and 2) on June 22, 2023, Human Resources hosted a Wellness & Safety Fair (Flyer attached) at
the City Hall with several industry vendors and educational material on both safety and wellness.
Both events were well attended.
RPU has updated the Safety Dashboard with Occupational Safety and Health Administration
(OSHA) Metrics Reports, Division Safety Risk Levels, Nature of Injures, Type of Incidents by
month, and Claims Cost. An OSHA reportable event is "any work-related injury or illness that
results in loss of consciousness, days away from work, restricted work, or transfer to another job
and any work-related injury or illness requiring medical treatment beyond first aid." The RPU
Safety Enhancement Program Committee is tasked to review these metrics on a regular basis
and develop objectives to improve performance as measured by these metrics. Development of
leading metrics, such as training hours, frequency of tailboard meetings, and safety audits will
require us to create uniform processes and recording across the department. That work will be
undertaken in the coming months and reflected in future reports as the data becomes available.
RPU's Utility Safety & Training Manager, Samuel Davis, and the RPU Safety & Training Team
lead Electric Safety Committee and Water Safety Committee meetings. In addition, the RPU
Team actively participate in several Citywide committees focused on safety: 1) Citywide Safety
Committee, 2) Safety Regulatory Compliance Committee, 3) Root Cause Identification
Committee, 4) Citywide Safety Policy Committee and 5) Hazardous Waste Committee. The
Human Resources Safety Division also actively collaborates with and supports the RPU safety
and training team and its many programs. For example, Human Resources serves as the lead
for several interagency programs including, but not limited to, the following: the Department of
