W A I F R I E N E R G Y I I_ I F F <br />RIVERSIDE PUBLIC UTILITIES <br />idod Board Memorandum <br />N U B i t C U I I I 1 f I F <br />BOARD OF PUBLIC UTILITIES DATE: AUGUST 28, 2023 <br />SUBJECT: PUBLIC HEARING -WATER UTILITY FIVE-YEAR RATE PLAN PROPOSAL AND <br />CHANGES TO THE LOW-INCOME WATER ASSISTANCE PROGRAM <br />ISSUES: <br />Consideration of a water utility five-year rate plan and increases to the low-income water <br />assistance program for residential customers. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Conduct a public hearing to receive public input related to the water utility five-year rate <br />plan proposal; <br />2. Adopt a resolution of the water utility five-year rate plan proposal, establishing the water <br />utility five-year rate proposal, as further described in the resolution; <br />3. Recommend the City Council conduct a public hearing to receive input related to the water <br />utility five-year rate plan proposal and to consider and tabulate all written protests to the <br />proposed water rate increases; <br />4. Recommend the City Council adopt a resolution recording receipt of written protests to the <br />water utility five-year rate plan proposal and, if no majority protest is received to those <br />water rates, approve the water utility five-year rate plan proposal, as further described in <br />that resolution; and <br />5. Recommend the City Council approve changes to the low-income water assistance <br />program. <br />
