CITY COUNCIL <br />MINUTES <br />TUESDAY, AUGUST 1, 2023, 1:00 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />City ofArts &.Innovation ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />PRESENT: Mayor Lock Dawson, Councilmembers Edwards, Fierro, Conder, Perry, and <br />Hemenway and Councilwoman Plascencia <br />ABSENT: Councilmember Cervantes <br />Mayor Lock Dawson called the meeting to order at 1:00 p.m. <br />La Sierra Spanish Church Pastor Luis Carlos, Jr., gave the Invocation. <br />Councilmember Hemenway led the Pledge of Allegiance. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Richard Gardner spoke regarding Westmont Residence staffing levels, homelessness, and <br />open bar at the Riverside Convention Center. Patrick Maloney spoke regarding Comic - <br />Con, Spike and Mike show postponement, hosting the Tour de Big Bear, open mic night <br />at Back to the Grind and Euryale and Packing House, and thanked Father Lou for his <br />support in the community. Malissa McKeith spoke regarding Marjorie Taylor Greene event <br />at the Convention Center, Post Office at Sunnyside in Ward 3, public safety and the need <br />to address the increase in crime related to flagrancy. One caller spoke regarding <br />information on Pride Month and affordable housing. <br />MAYOR/COUNCILMEMBER COMMUNICATIONS <br />Councilmember Edwards reported on the delegation from Gupta, Vietnam, reopening <br />of the Downtown Bookstore, Continuum of Care membership meeting, Keep Riverside <br />Clean and Beautiful clean up at Fairmount Park, and Art Walk. Councilmember Conder <br />reported on testifying at the Air Force Base Commission, first public meetings regarding <br />potential rate increases, and visit to his mother for her 93rd birthday. Councilwoman <br />Plascencia reported on Latino Network General Membership meeting, Neighbors Better <br />Together meeting, and office hours at Renck Community Center and thanked the City <br />Manager's Office team for attending the Transformative Climate Communities (TCC) <br />Grant meeting in Casa Blanca. Councilmember Perry reported on 1 st Annual Tacos with <br />Councilmember and Cops and thanked Northgate Gonzalez Market for hosting the <br />event and a community meeting on rate increases. Councilmember Hemenway <br />reported on trip back east and community meeting at La Sierra Senior Center on rate <br />increases. Mayor Lock Dawson reported on Teen Challenge and Coffee with the Mayor <br />in Ward 4. <br />
