CITY COUNCIL <br />MINUTES <br />TUESDAY, JULY 18, 2023, 3 P.M. <br />• PUBLIC COMMENT IN PERSON/TELEPHONE <br />City ofArts &.Innovation ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />PRESENT: Mayor Lock Dawson, Councilmembers Edwards, Fierro, Conder, Perry, and <br />Councilwoman Plascencia <br />ABSENT: Councilmembers Cervantes and Hemenway <br />Mayor Lock Dawson called the meeting to order at 3:00 p.m. <br />Councilmember Perry gave the Invocation and led the Pledge of Allegiance. <br />PRESENTATION <br />MARCH JOINT POWERS - FUNDING PRESENTATION <br />Following discussion and without formal motion, the City Council received and ordered <br />filed a presentation of funds from March Joint Powers Authority Executive Director <br />Dr. Grace Martin to the City in accordance with the Tax and Revenue Sharing <br />Agreement. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Errol Koschewitz spoke regarding March Air Reserve Base, Councilmember Cervantes <br />Driving Under the Influence (DUI), and the State recall process. Vinod Dasika spoke <br />regarding homelessness and public safety along the Santa Ana River Trail. Steve Figueroa <br />spoke regarding fair pay for patient care workers and public safety along the Santa Ana <br />River Trail. Steve Mundy and Jennifer Sklepko spoke regarding homelessness and <br />Councilmember Cervantes DUI. Diane Gazolla, Pam Nussar, and Paul Residente spoke <br />regarding Councilmember Cervantes DUI. Patrick Maloney spoke regarding Comic Con <br />and Spike and Mike's animation and open mic at Back to the Grind. Richard Gardner <br />shared an article regarding Alzheimer and spoke regarding Councilmember Cervantes <br />DUI. Kitty Dillon and Steve Robinson spoke regarding Councilmember Cervantes DUI and <br />the desire for her resignation. Tammy Norman spoke regarding Councilmember <br />Cervantes DUI and desire to have her removed from all City Council appointments. Ray <br />Palmerall, Monica Maloff, and four callers spoke regarding Councilmember Cervantes <br />DUI and desire an admonishment by City Council. Aurora Chavez spoke regarding <br />sidewalk blockage throughout the city and the use of bike lanes for persons with <br />disabilities and wheelchairs. Jason Hunter spoke regarding rate increase proposals and <br />the cost sharing agreement with San Bernardino Valley Municipal Water District. One <br />
